Session 1765 <br />September 23, 1999 <br /> <br /> THEREBY AMENDING SAID SECTIONS SO AS TO CONFORM WITH STATE <br /> LAW; CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. <br /> <br />Mr. Sharpe moved adoption. Mr. Schoomer seconded the motion. <br /> <br />Responding to Mr. Lieberman and Mr. Sharpe, Mr. Rose said that he was sure that it <br />did, but he would find out for sure if the ordinance was worded to allow emergency <br />vehicles to break through when needed. <br /> <br />The roll call vote was as follows: AYES: Mr. Lieberman, Mr. Schoomer, Mr. Sharpe, <br />Ms. Colquirt, Mayor Adams. NAYS: none. Bill Number 8438 passed and became <br />Ordinance Number 6219. <br /> <br />BILL NO. 8439 - AMENDING CHAPTER 9.08 AND 9.16 OF THE CITY'S <br />MUNICIPAL CODE, RELATING TO OFFENSES AGAINST PUBLIC PEACE AND <br />DECENCY, AND PROPERTY OFFENSES, RESPECTIVELY, BY ENACTING <br />THEREIN NEW SECTIONS TO BE KNOWN AS "SECTION 9.08.250 HATE <br />CRIMES," SECTION 9.].6.130 INSTITUTIONAL VANDALISM," AND <br />"SECTION 9.16.140 TAMPERING WITH PROPERTY IN THE SECOND <br />DEGREE," CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Lieberman moved adoption. Mr. Sharpe seconded the motion. <br /> <br />Mr. Lieberman announced that the Community Response Network, a part of the U.S. <br />Attorney's Hate Crimes Task Force, would be holding a Rally Against Hate at the <br />Gateway Mall, between Market & Chestnut, noon on Friday October 1, 1999. The Rally <br />will introduce the region to the Community Response Network and give us a chance to <br />come together in a united voice against extremist hate groups and targeted acts of hate <br />and violence which causes so much discord in our St. Louis communities. <br /> <br />The roll call vote was as follows: AYES: Mr. Schoomer, Mr. Sharpe, Ms. Colquitt, Mr. <br />Lieberman, Mayor Adams. NAYS: none. Bill Number 8439 passed and became <br />Ordinance Number 6220. <br /> <br />ORDER FOR LEGISLATION: <br /> <br />Mr. Schoomer ordered Mr. Rose to have the City Attorney draw up legislation which <br />would allow only restaurants to sell liquor by the drink on Sundays at 11 a.m. Mr. Rose <br />said that this would be done. <br /> <br />5 <br /> <br /> <br />
