<br />P. COUNCIL COMMENTS <br />Mr. Price asked the City Manager to clarify if Council had discussed changing the liquor <br />license qualifications on expansion. <br /> <br />Mr. Walker stated that the only changes made were minor modifications to the liquor <br />license application, but they have not changed the process or requirements. <br /> <br />Mr. Price said he did not want false information regarding liquor license to be printed <br />when no changes have been made to the process or requirements of liquor licensing in <br />University City. He said the meeting was just to review the application process and to <br />make sure the City had clarification. <br /> <br />Mr. Walker said that was correct and that the staff was working on ensuring that the <br />proper people were applying, but no consideration was given to relax the liquor license <br />requirements. <br /> <br />Mayor Welsch attempted to clarify the issue by stating this issue came up when a <br />member of Council asked about bringing in more revenue to the City with a Quik Trip. <br />When that was discussed she asked Mr. Walker to make sure members of the Council <br />got a copy of the ordinance concerning liquor license requirements, because, as written, <br />it would not allow a store like a Quik Trip to sell liquor. She believes this discussion led <br />to this misunderstanding. <br /> <br />Mr. Price stated that he was in full support of the School District Bond Proposal to fix <br />schools in University City and that he was in full support of the progress the school have <br />been making. He said it should be a mandate to help support the City’s school district in <br />order to help grow and strengthen the community. He said the City must have a strong <br />school district as well as a strong City Government. <br /> <br />Mr. Glickert stated that he and the Mayor attended a celebration of keys being handed to <br />five families who received brand new homes through Habitat for Humanity. He <br />applauded the City with the introduction of Bill 9172 and 9173, with which the City would <br />again entertain building more homes with Habitat for Humanity bringing more families to <br />University City. <br /> <br />Ms. Carr said there was a RainScape Rebate Program for putting in water gardens, <br />which may be financially enticing. She said the application process was difficult and <br />advised applicants to attend one of the February workshops or attend the mini workshops <br />provided by the Green Practices Commission. She said to contact Lynnette Hicks in the <br />Public Works Department for any additional help. Next, Ms. Carr mentioned that the <br />initial design of the Loop Trolley included a roundabout for the trolley turnaround. When <br />the trolley route changed the roundabout was no longer needed but could be considered <br />on its own merits as a traffic control device and an aesthetic addition to the historic Civic <br />Plaza. She said the project was funded by Federal dollars. She also said whether they <br />build a roundabout, the Council has not yet voted to approve the roundabout project. Ms. <br />Carr invited all to a Town Hall meeting to be held on Sunday, January 20, 2013 at 2:00 <br />p.m. for further discussion. <br /> <br />12 <br /> <br /> <br />
