<br /> <br /> Ms. Elsie Glickert, 6712 Etzel <br /> Ms. Glickert stated that she was not clear on this subject, which was discussed earlier. <br />She said the alley belongs to University City and there was no park in her <br />neighborhood. She said years earlier, she requested to merge the two properties on <br />both sides of the alley, but a previous City Manager declined it. She questioned why <br />they want the alley, what would happen to the properties located north of this project, <br />refuge access and payment concerns? <br /> <br />Introduced by Mr. Price <br />4. BILL 9175 – <br /> An ordinance vacating a tract of land being all of a walk way of block 1 of <br />North Parkview, per plat recorded in Plat Book 11 Page 4 of St. Louis County <br />Recorder’s office. <br /> <br />Introduced by Ms. Carr <br />5. Bill 9176 <br /> – An ordinance approving a final development plan for a mixed-use <br />development known as the “Washington University in St. Louis Loop Student Living <br />Initiative” located in the PD-M, Planned Development Mixed-Use zoning district which <br />includes a resubdivision of a tract of land to be known as North Parkview resubdivision <br />of Lots 1 thru 9 and Lots 25 thru 45 of Block 1 and Lots 1, 2, 3, 13 and 14 of Block 6 of <br />North Parkview Subdivision (City of University City portion only). <br /> <br /> <br />O. CITIZEN PARTICIPATION <br />Mr. Edward McCarthy, 7101 Princeton Avenue <br />Mr. McCarthy stated that he wanted to thank the City Council for honoring Mr. Richard <br />Dockett. <br /> <br />Ms. Elsie Glickert, 6712 Etzel <br />Ms. Glickert stated that she hoped that the liquor license regarding quick shops was not <br />under consideration. She said if Council decided to modify the liquor licenses, they <br />should first drive north on Union Boulevard and Goodfellow into the Walnut Park area <br />because every little vacant store has become a quick shop and a liquor store and the <br />citizens do not want that image in University City. She said previous Councils have <br />worked long and hard for University City style of liquor licensing and it has benefited our <br />community because you must be a full drug store or fully developed grocery store with <br />fresh meats and vegetable to obtain a liquor license. On another subject, Ms. Glickert <br />asked if the City collected the money it was due regarding the Loop Trolley Declaratory <br />Judgment of over $8,000. <br /> <br />Ms. Donna Marin <br />Ms. Marin stood in support of Ms. Glickert’s statement regarding the liquor license at <br />quick shops. She said she lived north of Olive and the neighborhood gets a little shaky <br />at times. Se and the neighbors clean up a lot of 40-ounce liquor cans on lawns and in <br />the streets plus having a lot of foot traffic at night. She said many of the night traffic were <br />inebriated and caused disturbances by singing and urinating on the street and trees. Ms. <br />Marin felt by expanding the liquor license parameters in University City was not a good <br />idea. <br /> <br /> <br />11 <br /> <br /> <br />
