<br /> <br />Mr. Walker stated that Ms. Carr suggested a study session and said he would <br />arrange it with H3 Studio and Council to address all the questions regarding <br />stakeholders. He noted the contract with the consultant was approved by Council <br />and contained a ceiling price. Mr. Walker stated he would get a detail of <br />expenditures from the Community Development and the Finance departments to <br />determine how much had been spent. <br /> <br />Mr. Price noticed in the City Manager’s “Briefs” stating the Bike and Walkability <br />Study would be presented to the Plan Commission. He asked why it was being <br />presented if Council did not approve it when it was present to them because of <br />the cost involved. He said there were certain mandates that came out of the <br />study and when the Public Works Director was asked if it would take away from <br />the day to day maintenance cost, which was already behind. Mr. Wilson said it <br />would. <br /> <br />Mayor Welsch asked Mr. Walker to respond to Mr. Price, but also noted that the <br />item discussed with the Public Works Director was the Complete Street <br />Ordinance. That is separate from the Bike Walk Master Plan, which Council has <br />not yet received. <br /> <br />Mr. Walker said he did not know how much clarification he could provide. He <br />said the Task Force would be making a presentation at the Plan Commission <br />meeting, but it would still come to Council for approval and financial implications <br />associated with it could be discussed at that time. He said there were various <br />task forces that make presentations to various boards and commissions, which <br />does not require Council’s approval. <br /> <br />Mr. Price said he still did not understand because if the ultimate approval <br />authority rejects it, how can it be sent somewhere else because it was neither <br />approved nor rejected. <br /> <br />Mr. Walker said it can still be discussed at the commission level, but it would <br />come back to Council for final consideration. He said there was no decision <br />made to his recollection. <br /> <br />Mayor Welsch again clarified the issue by stating that she believed the comments <br />Mr. Wilson made as far as the cost were in relation to the Complete Street <br />Ordinance . That is separate from the Bike Walk Master Plan. She said one of <br />the recommendations from the Task Force was that they would consider a <br />Complete Street Ordinance and that was the issue Council discussed with Mr. <br />Wilson. <br /> <br />Mr. Price mentioned that the Police Chief moved forward in coordinating with the <br />school district to set up community safety meetings in all surrounding areas in the <br />City and people would be invited to attend.
