<br />Mr. Glickert called “Point of Order” because the subject at hand was Parkview <br />Gardens. <br /> <br />Mr. Price stated that maybe he got ahead of himself and asked Mayor Welsch <br />what topic was on the floor. <br /> <br />Mayor Welsch stated that they were on Council’s Reports and Business on the <br />agenda and they had one more item to discuss, since Parkview Gardens was <br />finished. She stated that he was really bringing up something for Council <br />Comments. She asked Mr. Price to hold the last two comments for Council <br />Comments portion of the agenda. <br /> <br /> <br /> Council requests that the City Clerk keeps all audio files of Council’s meetings <br />indefinitely – requested by Ms. Carr and Mr. Crow. <br />Ms. Carr stated she discovered after searching for previous audio from two years <br />ago that Council meetings’ audio were not being kept. She felt that as the City <br />moved forward, the audio should be kept to aim more towards accountability, and <br />as a Councilmember, she could go back and listen to what was said because her <br />interpretation may be incorrect. Ms. Carr stated that the audio could be kept <br />easily on a terabyte external drive, which is like a file cabinet that can be labeled, <br />stored safely and the equipment was not expensive. <br /> <br />Ms. Carr moved that the City retain the audio files of the Council’s meetings <br />(Study Session, Special Sessions and Regular Sessions) and store them for <br />access by the public, and was seconded by Mr. Crow <br /> <br />Mr. Kraft called for a “Point of Information”, wanting to know how long the audio <br />should be stored per Ms. Carr’s motion. <br /> <br />Mr. Crow stated that with new technology, Council should move from always <br />having everything on paper and the fact we can store audio digitally made sense. <br />He said would be okay if the audio was kept indefinitely. <br /> <br />Ms. Pumm stated that the state requires Cities to keep the paper copy of all <br />Council minutes indefinitely, but there was not a requirement for preserving digital <br />recordings. <br /> <br />Mr. Crow thanked Ms. Pumm but believed it made perfect sense for each of us <br />and other citizens to be able to go back and listen. <br /> <br />Mr. Kraft called, “Point of Clarification” because the motion as presented was <br />made to keep the information, but it did not say indefinitely. <br /> <br />Mr. Glickert asked Ms. Pumm how long the City Clerk retained audio files and the <br />legal retaining requirements. <br /> <br />Ms. Pumm stated that City Attorney Mr. Martin was against any recordings, but <br />said most Clerks do recordings for their own personal use to assist them in <br />8 <br /> <br /> <br />
