<br />Ms. Carr stated that reading through 1985 Council minutes, it was determined that <br />anytime the City vacated property a public hearing was held at the same time <br />there was a first reading. Ms. Carr suggested that with a vacation of property, <br />especially when the City was not selling it, a public hearing should be held. <br /> <br />Mr. Sharpe was concerned that if they had not dealt with what Ms. Carr had said <br />then he probably needed to talk to the City Manager. He asked the City Manager if <br />Council should adhere to that or not. <br /> <br />Mr. Walker stated that there is no legal requirement that a public hearing be held. <br />He said that was something that he and Councilmember Carr briefly talked about <br />and we may consider doing this in the future, but there was no legal requirement, <br />so it is okay to continue approval. <br /> <br />Roll call vote was: <br />Ayes: Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, Ms. Carr, Mayor Welsch <br />Nays: None <br /> <br />Bill 9174 carried unanimously and became Ordinance 6907. <br /> <br />4. BILL 9175 <br /> – An ordinance vacating a tract of land being all of a walk way of block <br />1 of North Parkview, per plat recorded in Plat Book 11 Page 4 of St. Louis County <br />Recorder’s office <br /> <br />Mr. Glickert moved for approval and was seconded by Mr. Crow. <br /> <br />Roll call vote was: <br />Ayes: Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, Ms. Carr, Mayor Welsch <br />Nays: None <br /> <br />Bill 9175 carried unanimously and became Ordinance 6908. <br /> <br />5. BILL 9176 <br /> – An ordinance approving a final development plan for a mixed-use <br />development known as the “Washington University in St. Louis Loop Student Living <br />Initiative” located in the PD-M, Planned Development Mixed-Use zoning district <br />which includes a resubdivision of a tract of land to be known as North Parkview <br />resubdivision of Lots 1 thru 9 and Lots 25 thru 45 of Block 1 and Lots 1, 2, 3, 13 and <br />14 of Block 6 of North Parkview Subdivision (City of University City portion only). <br /> <br />Mr. Sharpe moved for approval and was seconded by Ms. Carr. <br /> <br />Mr. Crow asked if this was a portion of the plan that was discussed earlier in the <br />study session regarding the outreach communication relating to the Parkview <br />Gardens plan. <br /> <br />Mayor Welsch clarified that this ordinance relates to the Washington University <br />development of new apartments and commercial space in the Loop area. <br /> <br />12 <br /> <br /> <br />
