<br />reached out to a couple of school board members and still did not know what he <br />would be voting on. He heard that window treatments were needed at Flynn Park <br />and Jackson Park, but he drove by Jackson Park and the windows looked fine, <br />saying that approximately three years ago Jackson Park was recognized by the <br />Missouri Department of Natural Resources for their windows. He said this raised <br />a concern because of why three-year-old windows were scheduled for <br />replacement and will this be the same in the district’s new buildings? Mr. Glickert <br />stated he was going to abstain from voting and then reiterated a statement Mr. <br />Stacy Clay made about being stewards and we are cognizant of being stewards <br />and so was he. He noted that if the 2009 Prop U had not passed the home <br />owners tax rate would have gone down 25 cents per hundred. . Mr. Glickert said <br />the same is true of this bond issue, taxes will not increase but they could have <br />decreased without the passage of this bond. Mr. Glickert stated that he voted <br />against Proposition U in the first resolution and he will abstain from this one <br />because there was not enough information. <br /> <br />Mr. Price asked if the school district had anyone available to address Mr. <br />Glickert’s comment. <br /> <br />Mr. Karl Scheidt, Executive Director of Operations of University City Schools, <br />8136 Groby Road <br />Mr. Scheidt spoke to clarify the matter regarding the projects for Proposition U. <br />He said the proposed bond issue was a no-tax-rate increase bond. He said the <br />district was addressing many projects needed at the high school. Mr. Scheidt <br />stated the high School was the area that had the most need. He said the bond <br />issue was slated to continue the work the district started back in 2009 such as <br />building a new library media center. Mr. Scheidt stated that they are proposing <br />to build a new structure with the technology and spaces available to enhance the <br />learning and research process. He said this would allow students to work <br />together in group settings with integrated technology. He noted that included in <br />this space would be other programs such as the broadcasting program, writing <br />components, and career and college placement. Mr. Scheidt mentioned other <br />areas scheduled for improvement as the renovation of the fourth floor for music <br />programs and improve heating, ventilation, lighting, acoustics, practice rooms and <br />storage area. Mr. Scheidt also mentioned the life safety needs such as the high <br />school gymnasium roof, replacement of the heating and cooling in gym, locker <br />rooms, and workout areas. He said they would address replacement of the <br />bleachers, handrails, doors, deteriorated dance studio and the indoor track. Mr. <br />Scheidt said the natatorium facility needed improvements, which was used by the <br />school district and community. Other projects listed by Mr. Scheidt were the need <br />for band room, choir room, science lab, replace of old lockers, and elevator to <br />comply with ADA requirements. <br /> <br />Mr. Price stated that he can do more than one thing at a time and that he planned <br />to vote to help fund the needs of the citizens in University City and look out for the <br />children as well who live with those same houses and walk the same sidewalks <br />as the adults. He stated that he was not abstaining or advocating. He said his <br />position would be either yes or no, because he would not abstain on the youth of <br />University City, because that was not advocating leadership. <br />6 <br /> <br /> <br />
