ordinances and work with the Missouri State law on guns Mayor Welsch asked a
California mayor she met recently to send copies of their draft ordinances to see
what they have been able to do. She said she was supportive of moving ahead.

Mr. Glickert mentioned that he was in support of the proposition for gun control
and agreed with Mr. Sharpe. He said whatever the City Council as leaders put in
the community, they are committed to it. Mr. Glickert suggested the City
Manager along with the Police Chief figure out how to formulate a public
statement for the City from Council.

Mayor Welsch verified with Council that all agreed that Mr. Walker should work
with the Chief Charles Adams and present a written document to Council
regarding a gun control statement.

Mr. Price asked the City Manager to comment on the Police Safety seminars.

Mr. Walker stated that the Police Department was in the process of preparing a
series of public safety workshops to advise residents of various measures they
can take to ensure that they are well protected in the homes and on the streets.
He stated that dates, locations, and times of the police safety seminars were
identified as part of the Council’s agenda. Mr. Walker said the seminars would be
publicized through the media and he hoped there would be good attendance
because it is very important to ensure that University City residents are safe in
our community. He encouraged people to attend the meetings.

Army Corp of Engineers: floodplain findings, letter – requested by Mr. Price and
Mr. Sharpe for.
Mr. Price asked the City Manager to comment regarding the Army Corp of
Engineers.

Mr. Walker stated that he sent a letter to all the property owners in the five-year
floodplain to let residents know that the City was well aware of the fact of flooding
problems in their neighborhoods and that the City is taking very seriously the
issues associated with flooding and potential flooding in their particular area. He
felt it was important for residents to be advised of the timeframe for the study that
the U.S. Army Corp of Engineers was making and with which the City was
participating in. Mr. Walker said if the funding was successful, the earliest that
any additional property acquisitions could take place would be in 2016. He said
that on occasion he receives calls from people who are located in the five-year
floodplain and wanted the City to buy them out. He said given the City’s financial
situation, were not in any position at this point and time to make wholesale buyout
purchases, but are actively working with the Army Corp of Engineers to seek
potential funding.

Development Status: vacant property purchases from St. Louis, Walgreen, Olive
and North & south – requested by Mr. Price and Mr. Sharpe.
Mr. Price asked the City Manager to comment regarding the Development Status.

8
