SESSION 1768 <br /> <br />MINUTES OF THE UN SlTY CITY COUNCIL <br /> <br />OCTOBER 21,1999 <br /> <br />At a duly posted study session of the City Council of University City held in the 2"~ floor <br />Conference Room of City Hall, 6801 Delmar Blvd., on Thursday, October 21, 1999, <br />Mayor Joseph L. Adams called the meeting to order at 5:30 p.m. In addition to the <br />Mayor, the following members of the Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne I. Munkel <br /> <br />Mr. Robert Wagner <br />Mr. Larry Lieberman <br />Mr. Paul E. Schoomer <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also present was City Manager Frank Ollendorff and Assistant City Manager Gregory <br />Rose. <br /> <br />AGENDA #1 - MEDVE GROUP DEVELOPMENT OPTIONS (ADAMS): <br /> <br />Council discussed at length two areas that the Medve Group had expressed some <br />interest in developing. One area was off of Old Bonhomme, south of the Golf Course. <br />The other was the west side of Olive, west and east of McKnight by Woodson. Council <br />determined that the most feasible area for development would be the Olive area and <br />that Mr. Ollendorff should encourage the Medve Group to develop there. Plans for any <br />development by the Medve Group are purely preliminary at this point. <br /> <br />AGENDA #2 & #3 - DOGS IN PARK AND A DOG PARK (SCHOOMER): <br /> <br />Mr. Schoomer bdefed Council on the temporary tdal of allowing dogs to run loose in <br />Lewis Park. Evidently there are many neighbors very opposed to this and have asked <br />City Hall to enforce the leash law. Council discussed at length whether the trial should <br />be discontinued. Sense of the Council was to discontinue the trial and resume <br />enforcing the law. Mr. Ollendorff proposed an altemate area for a dog park. The area <br />is a strip of land owned by the City which is located between the River Des Peres and <br />Vernon/Pennsylvania. MSD is currently working in this area and has some fencing up. <br />Council liked this idea, but suggested that the dog owners create a dog club, lease this <br />land, thereby absolving the City from any liability. Council also directed staff to look into <br />MSD possibly fencing the area and looking into a parking pad. <br /> <br /> <br />
