Session 1768, Minutes
October 2 I, 1999

AGENDA ~ - I170/OLIVE DEVELOPMENT (SCHOOMER):

Mr. Schoomer wanted the Council to be prepared to act if the Sansone Project fails in
Overland. Mr. Ollendorff stated that he and the Overland City Manager have discussed
hiring a consultant to develop a plan on a joint development project. Council agreed
this would be an excellent move on the City's part.

Mr. Ollendorff reported that the Interstate clover designed interchange that had been
planned here is now a dead project. East West Gateway has given the project a low
priority. The developer interested in this area is pushing for a diamond interchange.
Mr. Ollendorff suggests talking with the City of Creve Coeur, because they are also
looking at the diamond design. He wants to make sure that the City's best interest is
not being overlooked and may even suggest a consultant to this end. Council agreed
that more research is needed on the diamond design and suggested that the City
Manager direct his staff to talk with the City of Creve Coeur and get back with Council.

AGENDA #5 - POLICE AND TRASH CHARGES (SCHOOMER):

Mr. Schoomer wanted to clarify the costs for bagged leaf pickup. Mr. Ollendorff stated
that through the end of December, citizens may have bagged leaves picked up at no
charge. It has to be only leaves, however, and no other waste.

AGENDA #6 - UPDATE ON TRANSIT GRANT (SCHOOMER):

Mr. Schoomer asked for an update on the transit grant. Mr. Ollendorff reported that Bi-
State has not yet completed the RFP, so a consultant has not yet been hired.
Hopefully, the RFP will be completed by December. The construction phase is not
expected for another year. The money is not an issue, since it has been available for
close to three years now. The first phase is the trolley study and the second phase is
for the Delmar improvements. Sarah Smith at Bi-State is in charge of the project.

AGENDA #7 - TEEN NEEDS ASSESSMENT (OLLENDORFF):

A survey given to teens at the City's schools revealed that the City was not holding
enough special one time events, such as dances and lock-ins. The sense of Council
was to direct the City Manager to develop an appropriate action plan to develop more of
these types of events. The events will be developed with safety in mind and will be
available to residents only. Ms. Colquitt prompted discussion concerning procedures
that could be instituted to allow friends and family to attend these events who weren't
residents. Staff will explore these options and get back to Council.
