Session 1768, Minutes 3 <br />October 2 I, 1999 <br /> <br />AGENDA #8 - COMPATIBILITY OF STRUCTURES (MUNKEL): <br /> <br />Mr. Munkel reported that he had been receiving several complaints about the <br />incompatibility with the new townhouses being built at Cornell and Center. Evidently the <br />new buildings are sided and not brick, which the neighbors feel changes the character <br />of the neighborhood. He asked if the code should not be changed to require infill <br />builders to conform with the architecture of the surrounding homes. Mr. Ollendorff <br />responded that the City could not control architecture on single family homes, only <br />setbacks, height and mass. He mentioned that only two groups could control <br />architecture, one being private subdivisions, who have deed restrictions which could <br />control this and the other is Historic Districts. <br /> <br />AGENDA #9 - POLICE AND FIRE RETIREMENT PLAN (OLLENDORFF): <br /> <br />Mr. Ollendorff explained that many police officers who started their service with the City <br />in their twenties wished to be able to retire after 25 years of service even if they have <br />not reached the age of 50. The current retirement plan allows for retirement at age 50 <br />with 25 years of service. The police officers feel they are being penalized for starting to <br />work at a younger age. The sense of Council was to leave the plan as it currently <br />stands. <br /> <br />AGENDA #10 - DEFERRED COMPENSATION FOR DIRECTORS AND DEPUTIES <br />(OLLENDORFF): <br /> <br />Mr. Ollendorff proposed a deferred compensation alternative option for directors and <br />deputies due to the fact that they would probably not be spending their entire career <br />with the City. A deferred compensation plan would be very attractive in recruiting <br />quality senior staff to the City. A city employee is not vested until 15 years of service. <br />Different options of deferred compensation plans and a combination of a deferred comp <br />and pension package were discussed. The sense of Council was to direct the City <br />Manager to prepare different proposals detailing the different options discussed and get <br />back to them by budget time next year. <br /> <br />Ms. Colquitt left the meeting at this point. <br /> <br />AGENDA #11 - DISABILITY INSURANCE (OLLENDORFF): <br /> <br />Mr. Ollendorff reported that the disability portions of the retirement packages for the <br />non-uniformed employees versus the police and fire employees were very unbalanced. <br />The police and fire plan was too generous and accommodating, whereas the non- <br />uniformed employee's plan was extremely poor. The Council, after reviewing the plan <br />details, agreed. The sense of Council was to direct the City Manager to redesign the <br /> <br /> <br />
