Approval of Minutes January 9, 2013 – ACTION ITEM <br /> <br />4. Clemens Avenue at Westgate Avenue Parking Restriction – ACTION ITEM <br /> <br />Please find attached Traffic Request Form submitted on January 14, 2013 by Rev. Michael John Witt, <br />representing 6403 Clemens Ave, requesting that the parking restriction be eliminated on the north side of <br />Clemens Ave from Westgate Ave to Interdrive. <br /> <br />According to Rev. Witt, this restriction was posted many years ago, to protect school children, but there has <br />not been a school at All Saints Parish since 1971. The current parking restriction reads as follows: <br /> <br />10.44.010 - Parking prohibited on certain streets at all times. <br />The following streets or parts of streets are designated as places where the parking of vehicles is prohibited at <br />all times: <br />Clemens Avenue <br />: North side thereof from Westgate Avenue east to Interdrive Walk. <br /> <br />The Department of Public Works and Parks recommends that since the only property affected by this <br />restriction is 6403 Clemens Avenue, owned by St. Louis County Catholic Church c/o All Saints Church, and if <br />the restriction is not needed any longer, restriction may be lifted and parking can be allowed along the frontage <br />of 6403 Clemens Ave as requested. Municipal Code Section 10.44.010 will have to be amended to reflect the <br />change. <br /> <br />Rev. Witt was present at the February 13, 2013 meeting and presented his request. His comments are listed <br />below: <br /> <br />Rev. Michael John Witt spoke about the parking lot at All Saints Parish and its high parking demand. There are <br />61 spots in the parking lot and it gets busy during special events. Rev. Witt stated that there are “no parking <br />signs” in front of the church because in the 1960’s, unwanted attention from motorists driving by peering at the <br />children made people nervous. The school closed in 1971 and the parking restriction is not needed. The <br />property affected by this restriction is 6403 Clemens. Around 10-13 automobiles could be parked along the <br />area that is currently parking prohibited. <br /> <br />5. Street Cleaning Schedule – Parking Restriction Amendments – ACTION ITEM <br /> <br />This request is submitted by the Department of Public Works and Parks to improve efficiency to the Street <br />Cleaning operation, and to avoid conflicts with the Solid Waste and Recycling services. The request includes <br />changes to parking restrictions on certain streets at designated hours for Street Cleaning purposes. <br /> <br />www.ucitymo.org 1 <br /> <br /> <br />
