<br />Traffic Commission <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146 <br />Breihan to present the draft Master Plan. Commissioner Henderson asked that the Traffic <br />Commission provide comments to the Bike and Walk Task Force regarding this draft Master Plan <br />and vote in support of this plan to move forward through the adoption process or not and any other <br />recommendations, especially as it relates to traffic regulations and management. <br /> <br />Traffic Commission’s comments and recommendations: <br />• Would like to see this plan move forward and have the council consider University City <br />become a more bikeable community. <br />• Concerned about safety while riding a bike in traffic. <br />• There are certain sidewalks on Olive Boulevard within University where pedestrians cannot <br />walk due to trucks being parked in the way. The Walk and Bikeability plan needs to be <br />implemented in those areas. <br />• Post signs that are visible stating where bike lanes are so people are safe. <br /> <br />Commissioner Brot moved to support the Master Plan and that the City thoroughly examine and <br />consider it to make University City a more walkable and bikeable community. Motion was seconded <br />by Commissioner Womack, and unanimously approved. <br /> <br />3. Delmar Boulevard/Trinity Avenue Roundabout/Loop Trolley Project <br /> <br />Commissioner Henderson presented this item and explained speakers comments listed below: <br /> <br />• <br />Ms. Glickert expressed that it is her understanding that no one from the Traffic Commission <br />is or plans to be affiliated with the Loop Trolley Project now or in the future. Pointed out the <br />Historic Civic Plaza and how pleasing it has been to the residents with symmetry, balance <br />and beauty on both sides of Delmar. <br />• <br />Ms. Scott asked the commission to please be impartial to projects and to look at them with <br />scrutiny. There are many caveats to be detailed with explanations and possible major <br />changes to the plans. One thing to consider is to not have a trolley stub in front of the <br />Library, have it turn and go North on Kingsland. This will stop back-up of traffic as it unloads <br />not to face the library and allow the traffic to flow at a more normal pace on Delmar. It will <br />also allow adjoining neighborhoods to enter and exit with less difficulty onto Delmar. There <br />are lawyers living in University City to question the legality of the Trolley going West on <br />Delmar past court boundaries voted in by residents regardless of <br />the Trolley companies lawyers. Ms. Scott believes that the Trolley stubbed at the Library will <br />back-up and clog traffic at Delmar when all the lights are red at Kingsland this will cause a <br />decline of patrons visiting University City and commercial establishments because it will <br />become too much of a hassle to navigate Delmar. <br />• <br />Mr. Ellerman has several concerns regarding the roundabout only. What is being done by <br />putting in the roundabout is shifting where traffic goes from two lanes to one lane. Mr. <br />Ellerman believes that because people will be able to easily make a left hand turn going <br />west bound on Delmar there will be more cut through traffic in neighborhoods. By making <br />this change, traffic will be increased. Reducing speed limit may be something to consider in <br />slowing traffic down. <br />• <br />Ms. Moran is concerned and troubled by the commission’s statement in the December <br />minutes, “Overall it is a great project for economic development and all safety issues will be <br />resolved with time”. Many safety and design questions have been posed and are still <br />unresolved. Safety issues are not something to defer until something happens. What <br />provisions have been or will be made to increase the level of dedicated parking for Library <br />patrons or to ensure the parking lot will be used solely for Library patrons after the Trolley is <br />Traffic Commission Minutes – January 9, 2013 Page 2 <br /> <br /> <br />
