<br />Traffic Commission <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146 <br /> <br />installed? <br />• <br />Ms. Baum is concerned about the design of the roundabout in regards to safety and <br />alternative methods and that they have not been looked at in regards to speed limits and <br />traffic lights because of the roundabout being inadequately sized for the flow of traffic during <br /> <br />peak periods. <br />• <br />Mr. Edwards is recommending that the trolley project go forward to the Planning <br />Commission by January 23, 2013. It is important the deadlines are met in a timely manner <br />so the project is up and running during good weather. The Loop Special Business District <br />met at their regular monthly meeting and voted unanimously and recommended to give up, <br />up to nine additional parking spaces that might be used for Trolley stops. The roundabout <br />itself is totally separate from the Loop Trolley project to increase safety for pedestrian <br />crossings and for people to get in and out of their neighborhoods. In regards to the traffic <br />light at Sgt. Mike King Drive, it is worth leaving the light there and green all the time, but <br /> <br />have the police be able to override it when needed. <br />The goal of the Trolley is for people to drive to the “park and ride” lots and then hop on the <br />Metrolink and to the Trolley. The Trolley will stop traffic at Kingsland every 20 minutes. <br /> <br />Commissioner Henderson presented the following benefits of the roundabout construction at Delmar <br />Boulevard – Trinity Avenue intersection: <br /> <br />• Reduce frequency and severity of accidents, and yield at entry one way operations. <br />• Improve traffic flow from Trinity Avenue onto Delmar. <br />• Reduce long term operational cost. <br />• Increase pedestrian safety <br />• Roundabout design to accommodate 105 ft. aerial ladder fire trucks. <br /> <br />Thirteen (13) parking spaces will be eliminated to construct the roundabout. Those spaces will be <br />eliminated west of Kingsland Avenue, the most impacted users will be visitors and employees of City <br />Hall which will be accommodated behind City Hall as the Fire Department will be moving. <br /> <br />Commissioner Henderson presented the following outstanding items: <br /> <br />Small section of land where the roundabout is proposed to be constructed is part of the private <br />subdivision which University Heights has the right-of-way. A right-of-way dedication will be <br />necessary to transfer the land. Additionally St. Louis County Department of Highways and Traffic <br />shall provide response to the reduction from two lanes of traffic to one lane west of the proposed <br />roundabout. Currently proposed constructed east of the roundabout shall be relocated from Sgt. <br />Mike King Drive intersection to west to eastern approach for the roundabout. Public Works and <br />Parks Department recommends the construction of the roundabout at the intersection of Delmar and <br />Trinity to include the reduction of the speed limit to 15mph only at the roundabout. <br /> <br />Councilmember Carr provided the following comments: <br /> <br />1. Very concerned about the egress for the police. Public safety is fundamentally important. <br />2. This is in the Civic Plaza that is under a preservation ordinance.
