Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146
with the approval of City Council and the Police Chief over 25 years ago. It was her
understanding that they would stay that way. Permanent removal of these signs would
allow them to resume parking and provide overflow parking for neighbors on the South
Side of University Drive.

The action that is being requested is to remove the signs at the corner of University Drive
and West Point Ct. West up to the middle of the block on the North Side, only, to allow the
residents the long time proven effective beneficial and common sense use of parking
spaces for families or provide residential sticker permits to allow residents to park their
cars on the sides of their houses and restrict parking to outsiders. Ms. Ott requested the
Traffic Commission’s consideration into changing the City Ordinance to remove the parking
restrictions just in that very limited area of the 7400 block of University Drive. That would
be a small accommodation, but a great favor to the residents.

Commissioner Brot said that staff has suggested that all the “no parking” signs from
9:00 am – 11:00 am be removed. If the restriction is to be lifted completely, or partially (one
or two blocks), then it is recommended that a petition be originated by the property owners
affected by the change and include signatures from over 75% property owners on record.

2. Clemens Avenue at Westgate Avenue Parking Restriction

Rev. Michael John Witt spoke about the parking lot at All Saints Parish and it being
overwhelmed. There are 61 spots in the parking lot and it gets busy during special events.
Rev. Witt asked why there are no parking signs in front of the church and he was told in the
1960’s, unwanted attention from motorists driving by peering at the children made people
nervous. The school closed in 1971 and is no longer the original reason for the signs being
up. The property affected by this restriction is 6403 Clemens. Around 10-13 automobiles
could be parked along the area that is currently parking prohibited. On the South Side of the
street parking is permitted and the third picture is of Clemens East of Interdrive where
parking is allowed on both sides of the street. Lastly the Church hosts a lot of events that
overwhelm the parking. Washington University is renovating some of the apartments and
will be looking at an increase of residents in that area that will need parking as well.

Commissioner Henderson asked Mr. Alpaslan if Rev. Witt needed to come back or can the
commission send him a letter of our decision and it was decided that the Commission would
consider this item at the next meeting and contact Rev. Witt, as necessary.

3. Council Liaison Report – None

The meeting was adjourned at 7:32 pm
Minutes prepared by Sandy Bradford, Public Works and Parks Liaison

Traffic Commission Minutes – February 13, 2013 Page 2
