On the committee, were there any people who were visually impaired? Presenter: No

Were there any people in wheelchairs? Presenter: A number of members attended some
audits and workshops, and a number in attendance were in wheelchairs, but no one on the
committee.

Were the first, second and third wards represented? Presenter: Yes

Were there any residents with small children represented? Presenter: Yes

Was there anyone with mobile difficulties represented? Presenter: Yes

Were seniors, 75 and older represented? Presenter: Not quite, but 70 and older

Were any African-Americans on the committee? Presenter: Yes.

What would be the indicators of success of the policy? Presenter: Changes in the
infrastructure and implementation of the elements of the master plan.

Would the committee continue to audit progress and report it? Presenter: We do not
know what our future is at this point.

Does the proposal include retro-fitting? Presenter: When sidewalks, etc., would be
replaced, we would want to do it to the Complete Streets standard. The Task Force put
together a complete report that went to the City Council and had a number of
recommendations.

Are there no specific proposed changes, or is this a matter of policy for the City that is
followed by specific changes over time? Presenter: Yes. It would primarily be
implemented through the Department of Public Works which has been directed to prepare
a checklist of items for consideration. There might be, moving forward, national
standards that the City might want to adopt in the future.

If this is passed by Council, it would be aspirational and give the Plan Commission
members and other parts of government an opportunity to be specific with requirements,
etc. Presenter: Correct.

When Missouri Department of Transportation (MODOT) owns the major artery running
through the City (Olive Boulevard) and the City does not have any enforcement over
decisions, how would you envision a relationship in which their decisions
align with the guidance provided by this policy? Presenter: MODOT is currently
considering the policy.

We would want enforcement and success measures reported and tracked and to ensure
follow-through. The City is about to embark on an update to the Comprehensive Plan,
tm; E
