<br />and this would be a wonderful opportunity to suggest some very specific details for the <br />Planning and Zoning process in the Comprehensive Plan. <br /> <br />Margaret Johnson, Co-chair of the Bike and Walkability Task Force <br />to the City Council, this was only one part of the plan, however there was a recommendation for <br />a complete audit of all zoning and other codes in the City with specific recommendations about <br />the standards being used. A copy was to be submitted to Mr. Halpert, to which a copy was <br />requested for all Commission members. <br /> <br />Questions / Comments / Responses: <br /> <br /> <br />Was there any initiative on behalf of the Task Force to work with St. Louis County? <br />Presenter: Contact was made to the local representative to encourage the County to adopt <br />a Complete Streets policy. <br /> <br /> <br />There are not many specifics in the plan regarding street trees, lighting, etc. This could <br />give Administration full control of these aspects in many different ways. What would <br />happen if the implementation did not coincide with what was being proposed? <br />Presenter:Staff: <br /> The specific direction should be provided in the checklist. The <br />comprehensive plan should be general in establishing some guidelines, whereas the <br />ordinance should establish specific standards by which Staff could evaluate a re- <br />development project. There would need to be something codified in an ordinance rather <br />than in the comprehensive plan. <br /> <br />Proposed amendment to Plan Commission Bylaws Article V venue and date of meetings <br /> <br />An amendment to the Plan Commission Bylaws was proposed by staff pertaining to the venue <br />and date of meetings in Article V of the Bylaws. <br /> <br />A motion was made by Ms. Felton to approve the proposed amendment as proposed by staff. <br />The motion was seconded by Ms. Locke. The motion was approved unanimously. <br /> <br />Public Comments <br /> <br />Ms. Paulette Carr, Ward 2 Councilmember, stated she endorsed the idea of Complete Streets and the <br />notion of an ordinance supporting the policy. Ms. Carr referenced Section 3.3 in the proposed ordinance <br />and use of which would imply standards to be <br />established by Public Works, not Council. In the final section, power would be transferred from the <br />Council to make the decision on allocation of funds to the Public Works director. <br /> <br />There were no other members of the public who wished to speak. Mr. Halpert closed the Public <br />Comments session. <br /> <br />Mr. Halpert asked if there was any other business to be discussed. <br /> <br />Mr. Senturia gave a report on the progress of the Comprehensive Plan Committee.
