CITY MANAGER’S REPORT <br />1. <br />Conditional Use Permit (C.U.P.) application by the Loop Trolley Company for the <br />Loop Trolley, a public utility facility in the CC – Core Commercial District and PA – <br />Public Activity District. The staff recommended a modification to the Plan <br />Commission recommendation to read, the hours of operation of 9:00 A.M. to 1:30 <br />A.M., seven days a week shall be allowed and any changes to these hours of <br />operation would require a written approval from the Department of Community <br />Development. <br /> <br /> Mr. Price moved to approve the C.U.P. application by the Loop Trolley Company; <br />approval was recommended by the Plan Commission, and was seconded by Mr. <br />Crow. <br /> <br /> Ms. Carr moved to amend the hours of operation for the Trolley to 9:00 A.M. to 1:30 <br />A.M., seven days a week and was seconded by Mr. Price. <br /> <br /> Ms. Carr asked how the loading and unloading for various businesses would be <br />accomplished if the Trolley would start running at 9:00 A.M. <br /> <br /> Mayor Welsch stated that Mr. Joe Edwards would be speaking in regard to the <br />Conditional Use Permit shortly and asked Ms. Carr if she could wait till then for him <br />to comment, to which Ms. Carr agreed. <br /> <br /> CITIZEN COMMENTS <br />Donna Marin, 7445 Wellington <br />Ms. Marin said she was speaking based on things she heard on television about <br />other City’s proposed streetcars and their concerns about the costs, routes and other <br />factors. She asked the City Council to be conservative in putting the University City <br />Trolley together. She reiterated what Ms. Elsie Glickert stated which was to <br />encourage and get input from the citizens of University City because the citizens in <br />University City would be the ones most affected by the cost, route and convenience. <br /> <br />Joe Edwards, 6504 Delmar Boulevard <br />Mr. Edwards stated that they have had numerous public hearings and engagements <br />at the City Hall and at the Library with great turnouts and response. In response to <br />the Trolley running at 9:00 A.M., he stated that it would be very easy to designate <br />loading zones up until 11:00 A.M. after which the loading zone would be available for <br />public parking. He said that businesses would be required to have all deliveries <br />before 11:00 A.M. Mr. Edwards also stated that some establishments would use <br />back deliveries such as from parking lot #4. He said that the loading and unloading <br />of deliveries was an easily solvable issue. <br /> <br />Mr. Edwards quoted from an article in USA Today newspaper with the headline, <br />“Public Transportation Hits 10.5 Billion Ride Mark in 2012”. He said it mentioned the <br />increase in riders of public transportation in New Orleans, Michigan and other states. <br />Mr. Edwards stated that University City and the City of St. Louis would be leaders in <br />this. <br /> <br />Mr. Crow asked Mr. Edwards how long he has lived in University City. <br /> <br />3 <br /> <br /> <br />
