APPROVAL OF MINUTES <br />1. <br /> The minutes of February 25, 2013, City Council Regular Session were moved for <br />approval by Mr. Sharpe, were seconded by Ms. Carr and the motion carried <br />unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br /> Mr. Kraft nominated Alberta Garth to be re-appointed to the Park Commission, <br />replacing Beth Ostroff, was seconded by Mr. Sharpe and the motion carried <br />unanimously. <br /> <br />2. <br />Mayor Welsch nominated LaTrice Johnson to be appointed to the Library Board, was <br />seconded by Ms. Carr and the motion carried unanimously. <br /> <br />G. SWEARING IN <br /> 1. <br />Eva Creer was sworn in to the Traffic Commission. <br /> <br />2. <br /> Evelyn Hollowell was sworn in to the Plan Commission in the City Clerk’s office. <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br /> Donna Marin, 7445 Wellington <br /> Ms. Marin stated she was opposed to granting a liquor license to the Dollar General <br />store for numerous reasons. She said the area already had a high concentration of <br />venues that distribute alcoholic beverages and felt that the presence of those venues has <br />had a detrimental effect on the neighborhood. She named several stores with alcohol <br />licenses and noted a recent nightclub shooting that happened in the area. Ms. Marin <br />said that she and her neighbors are always picking up used alcohol containers and <br />broken bottles off the streets and sidewalks. She also mentioned that there was a <br />problem with public urination and inebriated people being disruptive to residents during <br />the day and in the middle of the night. She said that granting a license to Dollar General <br />store would only create more competition with the other Dollar Stores in the area. Ms. <br />Marin stated that she realized this subject was removed from the agenda, but felt her <br />statement was necessary. <br /> <br /> Elsie Glickert, 6712 Etzel <br /> Ms. Glickert said there had never been a public hearing in the University City Council <br />Chamber which addressed the proposed Loop Trolley. She would like the City Council to <br />have a public hearing regarding the Conditional Use Permit.
