<br />O. CITIZEN PARTICIPATION <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert spoke in defense of the City Calendar. She said that Passover was a <br />traveling Holy Day, which changes with the Jewish calendar. She said it was not like <br />Easter, Christmas or Thanksgiving which were fixed celebration days. Ms. Glickert <br />expressed her concerns to Mr. Kraft’s statement regarding money being spent on the <br />Loop Trolley saying that she found $35,000 in this year’s proposed budget for lights for the <br />Loop Trolley. She asked if that would be scratched from the budget. <br /> <br />P. COUNCIL COMMENTS <br />Ms. Carr reminded residents of the safety meeting occurring in Ward 2 on March 12, <br />2013, at Heman Park at 6:00 P.M. She said that it was an informational meeting to <br />facilitate people’s access to the safety information and there would be another safety <br />meeting will be held at McNair on March 19 at 6:00 P.M. Ms. Carr said they were <br />considering creating a mock roundabout which would require some changes and <br />temporary positions. She noted that anything done in Civic Plaza will need to go to the <br />Historic Preservation Commission. Ms. Carr stated she was very excited to see what <br />happens and collect data before Council makes any commitment. She expected and <br />encouraged a lot of citizen participation and comments. <br /> <br />Mr. Price piggy-backing off of Bill 9179, suggested to the City Manager that it would be <br />helpful if they had an emergency fair, maybe at the Community Center with different <br />governmental organizations participating, such as FEMA, American Red Cross, etc. He <br />said that citizens could find out what to do in case of a natural disaster. Mr. Price stated <br />that he received many positive responses from the residents on the crime prevention <br />seminars and the citizens said they received a lot out of it. He invited residents to come <br />to the monthly Focus Group meetings. Mr. Price said he has been putting up Prop. U <br />signs in support of the school district and he encouraged everyone to support the school <br />district’s bond issue. <br /> <br />Mayor Welsch thanked the Historical Society of University City for sponsoring the State <br />of the City event this year in honor of the birthday of the City’s founder, Mr. E. G. Lewis. <br />She said she appreciated being given the opportunity with Mr. Walker to talk about all of <br />the good things that were happening in the City. <br /> <br />Mayor Welsch said she was working to organize activities in University City around the <br />National Days of Remembrance, April 7-14. She would be working with the Library and <br />the school district on that project. Mayor Welsch stated Sara Moslees, who is one of the <br />youngest survivors of the camps during the Holocaust and a former longtime resident of <br />University City, would be speaking at the University City Library on Wednesday, April 10 <br />at 7:00 P.M. Mayor Welsch stated she would keep everyone advised as they finalized <br />plans with the school district, other local schools and St. Louis Hillel at Washington <br />University. <br /> <br />Q.
