Session 1692, Minutes <br />April 14, 1997 <br /> <br />and missing items. City Manager recommends that award of this bid be made to Roger J. Hutchinson at the price of <br />$42,464.00. Ackert is a Bond Issue project and Greensfelder is in the current annual budget. <br /> <br />#4 - Third Quarter Transfers: Mr. Ollendorff recommends approval of budget transfers to place contingency and <br />reserve funds into expenditure accounts. For the most part these are capital expenditures such as a new fire truck and <br />building additions for which funds were placed in reserve. Mr. Ollendorffsaid at this point in the fiscal year we have needed <br />to reduce our unappropriated reserves by $218,000, leaving the anticipated year-end General Fund balance at $ 1.8 million <br />or about 996 of our annual budget. Expenditures will exceed revenue by less than 196 of budget mainly due to a shortfall in <br />the predicted sales tax increase. <br /> <br />Mr. Wagner moved approval of the consent calendar. Mr. Schoomer seconded the motion, which carried unanimously. <br /> <br />PUBLIC HEARING - 7701 MILAN REZONING: <br /> <br />Mayor Adams declared the public hearing open to hear comments on the rezoning of 7701 Milan to residential. <br /> <br />Responding to Mrs. Thompson, Mr. Ollendorffsaid that Plan Commission member Price felt that most of the homes were <br />brick in that area and this new proposed home would only be partially brick. Mr. Price felt that any new home should be all <br />brick as well. He did not speak against the rezoning, just asainst the style of house. <br /> <br />Mr. Ueberman asked that the representative from Ecumenical Housing come forward to answer questions. <br /> <br />Ms. Deborah Dunbar, Assistant Executive Director of Ecumenical Housing located at 7477 Delmar came forward. <br /> <br />Ms. Dunbar, responding to Mr. Ueberman, stated that Ecumenical Housing would own the home and legally would have to <br />own and maintain the home for a period of fitteen years. <br /> <br />Mr. Ueberman stated his concerns regarding similar projects, in the past, claiming a non tax exempt status and later turning <br />into an exempt status. Mr. Meyer of Meyer Construction said that he would request that the Executive Director, Chris <br />Kreymeyer, of Ecumenical Housing send the City a letter stating and confirming that this new home would not be tax <br />exempt now or at any time in the future. Mr. Ueberman was satisfied with a written confirmation. <br /> <br />Responding to Mrs. Thompson, Ms. Dunbar stated that Ecumenical Housing has built a total of 180 units, 9596 of those <br />being in St. Louis County. Eight units are in University City. <br /> <br />Mrs. Thompson asked why the home could not be built totally brick as per the concern of Mr. Price of the Plan <br />Commission. Mr. Jerry Meyer of Meyer Construction, 1621 I Bent Tree Drive in Chesterfield, Missouri is the builder for <br />Ecumenical Homes and responded to Mrs. Thompson's question regarding the brick. He said that the decision to go partial <br />brick versus total brick was purely economical. Ecumenical's mission is to build affordable housing and a complete brick <br />veneer ends up increasing the building costs substantially which in turn pushes up the rental amount. Mr. Meyer mentioned <br />that the development cost of the home is approximately $80,000. <br /> <br />Responding to Mr. Munkel, Mr. Meyer stated that the home will have a one-half brick veneer front. Responding further to <br />Mr. Munkel, Mr. Meyer stated that they were building homes on vacant lots on the streets of Trenton and Crest. <br /> <br />Responding to Mr. Wagner, Mr. Ollendorffsaid that the cost of the home would place it slightly higher than the assessed <br />valuation for the homes in that area. <br /> <br />Ms. Rachel Macklind, 7725 Milan, stated that she would be adjoining neighbors to the new property and was very interested <br />in what was going to be built there, what it would look like and the price of it.
