No negative feedback has been received by the residents of the <br />streets impacted. <br /> <br />Commissioner Brot requested information about her street and it was explained that this item only <br />included the streets that needed changes to the parking restriction. Commissioner Henderson <br />wondered about the criteria on the selection of this streets and Ms. Gutierrez offered to <br />investigate further and bring the information to the next Traffic Commission meeting. <br />Commissioner Womack moved to approve the recommendation from Public Works and Parks <br />Department to amend the parking restrictions on the attached listed streets for street cleaning <br />purposes, seconded by Commissioner Brot. Motion was approved. <br />4. Delmar Loop Traffic and Parking Study – Council Liaison Report – Councilmember <br />Carr <br /> <br />Commissioner Henderson explained that the City received a Traffic Impact Study including <br />analysis of the Trolley operations impact on different scenarios, and asked Councilmember Carr <br />to provide an update on this project. <br />Councilmember Carr stated that City Council approved on March 11, 2013 the conditional use <br />permit for the Trolley Company which allows building permits to be issued for this project. This <br />approval did not include the Roundabout part of the project and now is being considered as a <br />separate project regarding approvals. Nearly two (2) months ago there was a townhome meeting <br />where the roundabout concept was explained and it was suggested that a mock study be <br />completed to simulate the traffic. There is a proposal to complete a mock drivable roundabout to <br />be implemented in four phases subject to Historic Preservation Commission approves this <br />proposal. The proposal is to start tentatively in April 2013 for two (2) months. Delmar Blvd access <br />to Sgt. Mike King Dr. will be evaluated as well with this implementation. <br />The roundabout design plan at Delmar and Trinity Avenue intersection as the commission has <br />seen it, does not comply with the standards of the Historic Preservation Commission. The options <br />for this project to be approved by the City are as follows: Either the design plans change to <br />comply with the Historic Preservation Commission standards or the standard can be amended to <br />be in line with the current design. <br />Commissioner Brot requested clarification on how the mock will be implemented. <br />Councilmember Carr explained the four (4) phases of the mock roundabout using planter boxes <br />and channelizers and reiterated that this implementation will assist the City in judging if a <br />roundabout will work and fit as the best solution for the traffic problems this intersection had had <br />since the early 1900’s. <br />8.
