Members with term expired are Catherine Nichols and Melcine Henderson. <br />Commissioner Henderson will stay with the Commission as the chair until a new member <br />joins the commission. Commissioner Michael Gingrich resigned to the Commission on <br />March 11, 2013. <br />Councilmember Carr added that since Chairwoman Henderson is retiring, due to the <br />Council Rule that says that citizens can only serve at one commission at the time, <br />someone else will have to be appointed. It was recommended that at the next meeting <br />this commission considers a special election for the Chairperson position. <br />- Commissioner Womack commented on the Traffic Impact Study and asked for clarification <br />of the study. Ms. Gutierrez explained that the Technical Memorandum provided to the <br />Commission had two (2) parts. The first one contains the traffic impact analysis at each <br />intersection and as a result shows a “slight degradation” of traffic along Delmar Blvd in <br />general but still providing a satisfactory Level of Service D or better. The Sgt. Mike King <br />Dr. – Delmar Blvd traffic signal is proposed to remain as part of this study as well. The <br />second part of the memorandum related to the analysis of longer delays caused by <br />wheelchairs deployment. According to METRO’s statistics, only a few deployments are <br />performed per month, serviced by the Delmar bus route. <br /> <br />- Police Officer Margul asked if parking will be affected by the Mock Roundabout and Ms. <br />Gutierrez explained that there will be parking restrictions needed at the four (4) corners of <br />the Delmar Blvd – Trinity Ave intersection and left turns will be prohibited during the <br />implementation of the Roundabout. The plans will be sent to Police for their comments. <br /> <br />- Commissioner Wofsey asked for regular updates on items that the Traffic Commission <br />reviews and approves. Specifically Ms. Wofsey requested updates on two (2) items: <br />Jackson Ave Stop sign and Old Bonhomme and Lafon intersection. Ms. Gutierrez <br />provided a report on both: <br /> Jackson Ave - The Speed Limit change from 25 to 20 miles per hour and the <br />o <br />addition of a Stop for Pedestrian sign at Cornell Ave received second and third <br />reading at the City Council meeting of February 25, 2013. Work order was issued <br />to the Street Division to install the appropriate signs. As of today, the speed limit <br />signs have been changed and the stop for pedestrians sign is ordered and will be <br />installed within the next couple of weeks. <br /> Old Bonhomme and Lafon intersection – The Public Works and Parks Department <br />o <br />applied for a Missouri Department of Transportation – Technical Engineering <br />Assistance Program – TEAP grant and was awarded the first week of March 2013, <br />to analyzed and develop the best possible solution for this intersection.
