<br />an agenda item under Council Discussion, a discussion on Council Rules and <br />Procedures and he would not be asking for a vote. Ms. Carr noted that this was a <br />misrepresentation of what was read by Mr. Kraft with the appropriate pauses, <br />well-practiced, Mr. Feely in the audience with a camera and others sitting in the <br />audience with their I-Pads to film the meeting. She said therefore there were <br />some people again who had notice but the Council did not. She stated that was <br />what she found a manner not reasonably calculated to advise the public. Ms. <br />Carr told Mr. Kraft that she would not limit his free speech, that he has called her <br />undemocratic and she never stood up to correct him. She noted that he may talk <br />ad infinatum but he is still charged to follow Council Rules and State Statutes <br />reminded him that we took an oath that we would adhere to the constitution, to <br />the Statutes of the State of Missourii and to the Charter of University City. She <br />stated that Mr. Kraft misrepresented what he was going to talk about, and it was a <br />very far stretch say this discussion was about Council Rules. Ms. Carr noted that <br />she was not going to tolerate it and would bring it up every time it happened. <br /> <br />Mr. Crow stated it has been quite some time since anyone accused him of <br />bullying which normally means there is not a lot else of substance in the <br />comment. He said he would go back historically and look back in time, when <br />several of the present colleagues suggested Council take a civility pledge and <br />tried to figure out if actions speak louder than words because he firmly believed <br />Mr. Kraft can have his free speech anytime he wanted but at the end of the day, <br />to everyone who has something on the agenda and wants to get things moving <br />along, if you don’t think actions like this were not only promulgated by Mr. Kraft <br />and then allowed by the Mayor. Mr. Crow noted that if one did not think it <br />impacted the credibility in dealing with Council on these matters, then one would <br />be kidding themselves. He said this matter could have been avoided by a simple <br />notice, speaking on what was on the agenda or the Mayor saying it was not <br />appropriate at this time. Mr. Crow noted in the swearing in of a board member <br />earlier in which the oath said, “To act with impartiality and justice”. He stated at <br />the end of the day when members reviewed their actions, to ask themselves if <br />they acted with impartiality and justice to their colleagues on the Council. <br /> <br />M.
