<br />Roll Call vote: <br />AYES: Mr. Price, Ms. Carr, Mr. Crow, Mr. Sharpe <br />NAYS: Mr. Kraft, Mr. Glickert, Mayor Welsch <br /> <br />Mr. Crow started to continue his remarks and the Mayor noted that the appeal failed <br />without a 2/3 majority vote and asked Mr. Crow to save his remarks till the Council <br />comment section on the agenda. <br /> <br />Mr. Price said for the record “Just for future reference, if this colleague brings up <br />something that was not on the agenda, we go back and look at the record, I get <br />stopped, Now I have repeatedly over time said that Mr. Kraft is treated differently <br />than myself. That’s the fact not fiction. So the gist of this to me is, if he brings <br />something that is not on the agenda, I just need it cleared from you, is that okay for <br />him to do it and not okay for me to do it and please don’t let him say Point of Order as <br />I may research that term”. <br /> <br />Mayor Welsch noted that Council has an Approval of the Agenda section at the top of <br />every Council meeting. She stated that Mr. Kraft added this item for discussion under <br />that section and it was approved by a majority of the Council. <br /> <br />Mr. Price asked to answer his question. Mr. Kraft stated a Point of Order, that the <br />motion of the floor was the approval of the minutes. <br /> <br />Mayor Welsch ruled that Mr. Price was trying to get some clarification and she would <br />allow him to do that. <br /> <br />Mr. Price said that was the point he was trying to make, historically Mr. Kraft interrupts <br />him and does it repeatedly, has no respect for his conversation and has been allowed <br />to do that for many months. Mr. Price asked for a clarification from the chair, if Mr. <br />Kraft has a different standard than him. <br /> <br />Mayor Welsch stated she treats all members of Council the same and would like to <br />stick to the discussion of this point as this item was put legally on the agenda at the <br />last Council session. <br /> <br />Mr. Price said, so the Mayor won’t answer his question. <br /> <br />Mayor Welsch stated she would be glad to talk to him about that in another forum. <br />She did not believe that belonged in this discussion of the approval of the minutes. <br />She said she would like to wrap up the conversation so Council could move on for the <br />residents and Council. <br /> <br />Ms. Carr addressed the fact that Mayor said the agenda was changed and followed <br />the procedure. She noted that Mr. Kraft said he was going to put on the agenda a <br />discussion of Council Rules and Procedures and that was not what the discussion <br />was about. Ms. Carr said it was a mischaracterization and went to the heart of the <br />Revised Missouri Statute 610.020, “To reasonably apprise the public of that which will <br />be discussed”. She said there were cameras, so people were apprised of what was <br />going to happen and was not just an epiphany of Mr. Kraft’s consciousness. She said <br />3 <br /> <br /> <br />
