The Council was not told <br />what Mr. Kraft wanted to discuss even when he requested it be added to the agenda. <br />She said that is why she is asking for the Mayor’s ruling be put in quotes as the Mayor <br />knew ahead of time. Ms. Carr stated that unless there was a Council Rule that says <br />Council cannot adjust the minutes except those minutes which pertain to statements <br />which they make; she said she would continue to ask to change any statement, as <br />she has seen plenty of errors in other parts of the minutes and had previously asked <br />for changes. She said this was a contentious subject. <br /> <br />Mr. Kraft asked to hold the approval of the minutes and move directly to Council <br />Comment section so they can fully discuss the issue of the agenda. <br /> <br />Mayor Welsch asked if he was asking to move this discussion to the council comment <br />section. <br /> <br />Mr. Kraft said he was suggesting moving discussion to Council discussion section as <br />that was what was taking place. <br /> <br />Mayor Welsch noted she would not like to delay the swearing in of a resident, citizen <br />participation and the City Manager’s report until after a long Council discussion. <br /> <br />Mr. Glickert noted there was a motion on the floor and moved that Council postpone <br />the approval of the minutes and was seconded by Mr. Kraft <br /> <br />Ms. Carr asked for a Point of Clarification, if it should be postponed, tabled, or <br />postponed indefinitely. <br /> <br />City Clerk said to table an item, it would need to be brought back at this meeting and <br />if postponed, it is brought back at a future meeting. <br /> <br />Mr. Glickert said it would be best to postpone until the next Council meeting so <br />Council will have a chance to fully digest what has been said, what is being said, and <br />what is inferred or not; in the interest of moving the agenda along. <br /> <br />The motion to postpone carried unanimously. <br /> <br />3. <br /> The minutes of May 1, 2013, City Council Special/Study Session were moved for <br />approval by Ms. Carr, seconded by Mr. Sharpe and the motion carried unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br /> Mr. Sharpe withdrew his nomination for the Historic Preservation as a scheduling <br />conflict existed with the appointee. <br /> <br />G. SWEARING IN <br />1. <br /> Harold Williams was sworn in to the Library Board <br />2. <br /> Dennis Finnegan was sworn in to the CALOP Commission in the City Clerk’s office <br />3. <br /> Kathleen Standley was sworn in to the Park Commission in the City Clerk’s office <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />4 <br /> <br /> <br />
