<br /> Eleanor Mullin, 7162 Delmar <br />Ms. Mullin announced the book signing presently going on at the University City Library <br />with author Gabe Fleisher, a Flynn Park sixth grader, signing his book “Hear Us Roar: A <br />History of Flynn Park School”. She stated she wanted to speak on the traffic roundabout. <br />She noted the mission of the Historical Society is to preserve and promote the history of <br />University City. She said the Society vigorously protests anything that destroys the <br />integrity of the Civic Plaza which has stood for over 100 years. Ms. Mullin noted that the <br />roundabout was originally to serve as a turn-around for the trolley which was no longer <br />needed. The Historical Society cannot condone destroying the charming look of the Civic <br />Plaza and its history for the construction of a roundabout. Ms. Mullins complete <br />statement can be found at the end of these minutes. <br /> <br />Margaret Johnson, 7509 Gannon <br />Ms. Johnson spoke on part of Ms. Carr’s newsletter on the bike walk plan. She agreed <br />with Ms. Carr that the bike walk plan is not dead. She talked about a bike plan Ms. Carr <br />claimed the City already had. Ms. Johnson said what U City now has is a bunch of <br />disconnected bicycle routes that don’t go anywhere. She noted that in the draft plan any <br />existing bike route that connected to other bike routes or to destination in the City was <br />rolled into the new bike plan. The others were not put into the plan. <br /> <br />I. PUBLIC HEARINGS <br />1. <br /> Fiscal Year 2014 Budget Hearing <br />The budget hearing opened at 7:06 P.M. <br /> <br />CITIZEN COMMENTS <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert spoke on her wish list for Fiscal Year 2014. <br />1. <br />Dredging of River DesPeres in Heman Park as it approaches Vernon Ave. She <br />noted that an island has formed in the middle from silt build-up. Ms. Glickert <br />asked City Manager and Council to go to MSD Board requesting that they dredge <br />this area to protect the pool and Centennial Commons. <br />2. <br />Asked City Manager to pursue having Sutter Ave. become a County road because <br />it housed the St. Louis County Police and Fire Academy. She noted the U City <br />paid $50,000 of their Community Development fund to repave Wellston’s section <br />of Sutter Ave. <br />3. <br />Plant trees on Kingsland and Sutter which was never delivered under the North <br />East Plan. <br />4. <br />Add additional bulletin boards at McKnight and Olive and at Forsyth and Big Bend. <br />5. <br />Sweep the alleys north of Olive, which had been swept in the past. <br />6. <br />Reinstate the previous policy of providing School District employees ½ price <br />passes to the pool and Rec Center. <br />7. <br />Provide a new PA system for the Heman Park Community Center including <br />equipment for the hard of hearing. <br />9. <br />Provide money in every budget for replacement of seats in the Police <br />Department’s squad cars. <br />10. <br />Ms. Glickert noted that Etzel is the only U City owned street; it is disintegrating into <br />gravel and asked the City to not waste money on a mock roundabout. <br /> <br />There were no other speakers and the Public Hearing was closed at 7:12 p.m. <br />5 <br /> <br /> <br />
