Ms. Carr said the agenda was not <br />available and it was difficult to hear with the microphone system. <br /> <br />Mayor Welsch said she attended a meeting with the Land Clearance Redevelopment <br />Authority for a request of blighting of some properties for Habitat for Humanities. <br />The Board of Economic Sales Tax met once to discuss recommended budget <br />appropriation and will meet again. The Loop Trolley Transportation Development <br />District Board also had a meeting. <br /> <br />4. Other Discussions/Business <br /> <br /> <br /> Missouri Historic Tax Credit requested by Ms. Carr and Mr. Price. <br />Ms. Carr wanted to discuss the Missouri Historic Tax Credit. She said it has been <br />a real boon to the economy and development and understood now the Missouri <br />State Senate is considering a cap on the amount of money available. Ms. Carr <br />noted that she included in Council packet some projects that have been <br />completed in University City and other projects yet to be done. She noted that <br />University City has whole areas as Parkview Gardens’ historical area, Maryland <br />Terrace historic district, University Heights subdivision #1, University Hills, etc. <br />Ms. Carr stated there are a lot of buildings that have and can benefit from this tax <br />credit in University City. She stated that apparently U City’s State Senator is not <br />in favor of the tax credit. Ms. Carr asked Council how they felt about it. <br /> <br />Mr. Crow said that due to the small amount of time left in the present legislative <br />session and if there was a Council agreement to preserve the historic tax credit <br />which has been useful in University City, they could instruct the City Manager to <br />communicate with the City’s elected representative to participate in that <br />conversation. Mr. Crow said with the age of University City’s housing and <br />buildings in general, the City has benefited from these tax credits and would <br />make sense to make it known to the elected representatives. <br /> <br />Mr. Price asked City Manager to comment on the benefit of the Missouri tax <br />credits. <br /> <br />Mr. Walker agreed with Mr. Crow; given the age of the City’s housing stock that <br />the City does benefit from the program. He said if the Council so desired, he <br />would follow-up with the elected state representative indicating that University <br />City would like to maintain the program with its highest level of funding. <br /> <br />Mr. Sharpe moved to have the City Manager to pursue this concept – asking City <br />Clerk if it can be done. City Clerk Joyce Pumm noted that the agenda item did <br />not call for a vote. <br /> <br />Mayor Welsch noted that she has spoken to the City’s State Senator and Reps <br />and if the Council reached consensus would have no problem if the Council <br />asked Mr. Walker to put in writing, his and Council’s support of maintaining the <br />same level of the historic tax credit program. <br /> <br />There was consensus of Council to have Mr. Walker send a letter of concern and <br />ask for support from elected officials. <br />7 <br /> <br /> <br />
