<br />meeting, the Commission made a recommendation of approval for design review <br />within the Civic Complex Historic District. This included the roundabout and the <br />portion of the trolley within that district. There is also a portion on the national <br />register. At the May and July HPC meetings, it was stated that the project would <br />be in front of the HPC in the future for any other permits. <br />- Regarding guidelines, is the Commission recommending only on the portion in <br />the Civic Complex Historic District? Mr. Greatens pointed out the portion in the <br />Local District and in the National District. He stated that the specific request <br />pertained to the Trolley line and that public utility facilities are a conditional use in <br />the CC Core Commercial District and PA Public Activity District. <br />- The project is an exciting one and the information provided is well-developed. In <br />the traffic report, it seemed there were adequate levels of service. Would any <br />intersections be modified to improve traffic? Any changes in front of the library? <br />Mr. Edwards: There was some concern about stopping in front of the rain-man <br />statue and the location of a Laclede gas line interfered with locating a stop there <br />so it was moved to in front of the library. The police and fire chiefs were met with <br />to discuss safety. <br />- This change was presented at the November 2012 meeting, correct? The <br />change to move the stop to in front of the library? Mr. Greatens: At the <br />November meeting, it was an update for informational purposes only with no <br />action requested or taken. <br /> <br />Mr. Lai stated that staff was still waiting for additional information and if the Commission <br />wanted to hold off on a recommendation, the next HPC meeting would take place <br />before the Plan Commission meeting at which the Trolley would be considered. <br /> <br />Questions/Comments from Commission members and responses included: <br /> <br />- What was the additional information? Mr. Lai: Engineering, traffic-modeling, <br />traffic scenarios, etc. for the Department of Public Works and Parks to review. <br />- They <br />have not seen the additional information. <br />- The HPC should not become the Traffic Commission. What is being asked is <br />related to the CUP, looking at the big picture, not the details of stop lights and <br />timing. Mr. Lai: The Traffic Commission would look at traffic related information. <br />The HPC review is geared more toward historic districts. <br /> <br />Two members of the public addressed the HPC. <br /> <br />Jen Jensen 706 Pennsylvania Avenue <br />Ms. Jensen stated she had concerns about the full impact of the trolley on historic <br />districts in the area. She suggested putting off approval until all information is received. <br />She stated there would be impacts related to traffic, other developments, and from <br />construction of the roundabout. She stated the old trolley was removed mostly because <br />of traffic reasons. She stated she was concerned about traffic and delivery trucks and <br />that the Commission should wait until more information was presented. <br /> <br />Elsie Glickert 6712 Etzel Avenue <br />Ms. Glickert provided a letter (attached).
