<br />stop in front of the library and suggested waiting until all information was received. She <br />stated that the Civic Plaza was 110 years old. She stated that the plans had changed <br />and now a full-sized streetcar was proposed. She stated that parking in front of the <br />library was dangerous and it would be devastating to the Civic Plaza. She stated that <br />the library would become a public restroom. She stated she was unclear what the role <br />of the HPC was. She stated that 15 to 18 people created the Trolley District and they <br />had no authority to come west of Kingsland Avenue. <br /> <br />Vice-Chairperson Davison stated that the Commission had no authority to approve or <br />disapprove the Conditional Use Permit, but to make a recommendation. She asked for <br />further discussion. <br /> <br />Questions/Comments from Commission members and responses included: <br /> <br />- To delay the vote, would it impede the progress of the CUP? Staff: The next <br />HPC meeting would be before the Plan Commission meeting at which the Trolley <br />would be considered. <br /> <br />Mr. Myers stated that based on the information known and the understanding that <br />additional engineering and traffic related information was to be submitted, made a <br />motion to recommend approval of the Conditional Use Permit application for the <br />proposed Loop Trolley. The motion was seconded by Mr. Smith. The motion carried by <br />a vote of 4 to 1. <br /> <br />It was noted that the members of the Historic Preservation Commission still wanted to <br />see the traffic related information that was yet to be provided. <br /> <br /> <br />4. Other Business <br /> <br />nd <br />a. Discussion Use of 2 Floor of City Hall for art exhibit space. Informational <br />only. No vote requested. <br /> <br />Mr. Greatens stated that the purpose of this item was to bring to attention of the HPC, <br />nd <br />the proposal for use of the 2 floor of City Hall for art exhibit space. He reminded the <br />nd <br />Commission of a previous agenda item for some pictures to be installed on the 2 floor <br />and at that time the Commission discussed the matter and decided it was not in their <br />purview. <br /> <br />One member of the public addressed the HPC. <br /> <br />Buzz Spector 7365 Kingsbury <br />Mr. Spector stated that Washington University had previously collaborated with <br />University City for art projects. He stated they were expanding to include two- <br />dimensional art and would like to use City Hall for the exhibition of framed artwork.
