<br />Commission and that in his opinion, the proposal did not conform with the district <br />standards. He stated that if changes are made within the district, the Commission <br />should go back and review the plan to make appropriate changes if they thing a <br />roundabout is good for the area. <br /> <br />Questions/Comments from Commission members and responses included: <br />- In July of last year, design review for the proposed roundabout came before the <br />Commission via the Trolley project. The Commission moved forward with <br />making this potential change within the historic district. While the guidelines <br />discussed are good, they are guidelines and the HPC has proceeded well with <br />review and analysis of this project. Also, the Historic Preservation Commission <br />will see the final plans. <br />- The item before the Commission tonight involves a temporary installation. <br /> <br />A motion was made by Ms. Schmidt to recommend to the Department of Community <br />Development that the plans are accepted as presented for a temporary roundabout on <br />Delmar Boulevard with the condition that the temporary construction be removed by <br />October 1, 2013 and that the octagonal islands and lighting be reinstalled as they <br />currently exist. <br /> <br />Questions/Comments from Commission members and responses included: <br />- Concerned about lighting being reinstalled to soon, only to be removed if the <br />permanent roundabout is approved. <br />- The 1985 Plan really points to materials, types of lighting, and historical <br />compatibility of landscaping and development in the plaza. The traffic circle <br />would not violate the ideas in the plan. The large landscape islands would <br />remain. Design-wise, it is a dangerous intersection that does not function well <br />and something needs to be done to make it better. However, would not want to <br />see lights put back if they would only be removed. <br />- Perhaps the lights should be reestablished in case there would be delays in the <br />project. <br /> <br />The motion was seconded by Mr. Guest. <br /> <br />The motion carried unanimously. <br /> <br />3. Other Business <br />a. Public Comments <br /> <br />Mr. Ollendorf addressed the Commission again. He stated that if the community were <br />to decide the roundabout was a good idea, he suggested that the City would go back to <br />the designers of the Plan and look at the design to make it as compatible as possible <br />with the Civic Plaza Master Plan and possibly ask them to design a plan that matches <br />the standards. He stated that the roundabout was designed to accommodate a trolley; <br />maybe they could come up with a roundabout that fits the plan. <br /> <br />4.
