Mr. Greatens stated that the Commission members <br />would have the ability to include this in their recommendation. Mr. Wilson added <br />that they would be open to October 1 as the deadline for removal. <br />- Would there be a video camera monitoring from City Hall? Mr. Wilson: Yes. <br />- A comment was made suggesting two conditions: October 1 should be the cutoff <br />for removal of the temporary installation and clarification be made that any <br />restoration included the octagonal islands and lights in the islands. Mr. Wilson <br />stated he did not want to leave it in place beyond October 1. <br /> <br />Public Comments <br /> <br />Janet Baum 6819 Pershing Avenue <br />Ms. Baum addressed the Commission members. She stated she was an Ames Place <br />Subdivision trustee and had attended all Trolley meetings that had been held. She <br />stated she was pleased to see the temporary installation proposed and she was <br />concerned about the size of the proposed roundabout and ability to handle trucks and <br />the amount of traffic. She added that the traffic study results seemed to be positive. <br />She stated her concern about what the procedure would be to change the design, if <br />necessary, if the temporary roundabout did not work. <br /> <br />Questions/Comments from Commission members and responses included: <br />- Question to staff about what was discussed during review of preliminary design <br />last year. Mr. Greatens stated that in July of 2012, a variety of elements were <br />approved but it was not the final approval of the roundabout; final review was still <br />required to address all outstanding items. He stated that at that meeting, the <br />Commission members accepted the general layout of the roundabout, approved <br />the location of the lights, proposed landscaping was accepted, granite curbing <br />was required for the inner circle of the roundabout, future landscaping changes <br />would be required to come back to the Commission, and they determined that <br />the proposal was compatible within the Civic Complex Historic District. <br />- Is it correct that the Commission will see the roundabout again, in its permanent <br />form? Mr. Greatens stated that was correct. <br /> <br />Frank Ollendorf 8128 Cornell Court <br />Mr. Ollendorf stated that he worked with the Historic Preservation Commission <br />members who prepared the Plan and Ordinance for this Historic District, and, under the <br />ordinance, for any change, it was the <br />district standards. He stated the Civic Complex Historic District had three standards, <br />and the third standard referenced any plans drawn up by the Historic Preservation <br />Commission, stating that the plan shall be utilized in review of any proposed <br />development. Mr. Ollendorf stated that the Commission must determine if the proposal <br />conformed to the plans. He stated that this began in 1985 with a general plan for the <br />district and then consultants were hired to draw up the plans, and it was followed up <br />with more specific plans, for example, in 1993 it showed specific lights and where to <br />install them, sidewalks and curbs were addressed, including material. He added that <br />the City carried out a bond issue to address the items in the Plan.
