<br />read an excerpt from the March 10 <br />Manager [Frank Ollendorf] recommended that the City Council adopt the Civic Plaza <br />Master Plan, which was developed by the University City Historic Preservation <br />Commission. He said the plan had been reviewed favorably by the Plan Commission, <br />and in discussion with them, it was made clear that the general guidelines should serve <br />as principles to be closely followed, while the specifics were intended to provide more <br />the 1993 Plan was a follow-up to the 1985 Plan and was not adopted by City Council. <br />He added that the documents were policies and guidelines not referenced in the <br />ordinance as specific standards. <br /> <br />Rich Wilson, Director of the Department of Public Works and Parks, explained the <br />project for the temporary roundabout. He stated that usually modeling and traffic <br />studies and projections are used for projects such as this and that the results of the <br />modeling and traffic studies were that traffic on Trinity going north and south would be <br />greatly improved with a roundabout and that traffic on Delmar would have slight <br />congestion, but not problematic. He stated that in his opinion the roundabout would be <br />meeting the goals of the 1985 Master Plan as it would improve traffic and provide easier <br />pedestrian crossing and one of the Master Plan goals was to improve pedestrian travel. <br />He stated that due to questions and doubts from residents, they had been asked to <br />install a mock, or temporary, roundabout and the proposal was outlined in the <br />application which included creating a temporary installation that matched the final <br />roundabout location, to remove the octagonal islands. He stated they proposed to use <br />planters in the middle of the roundabout so traffic cannot go straight through and create <br />an asphalt curb, remove pavement markings, remove signs not pertaining to the <br />roundabout and install appropriate signage. They would also narrow two lanes of travel <br />to one lane going east from Big Bend. He added that their Department would be <br />meeting with St. Louis County to get permission to narrow the lanes west of the Lion <br />Gates. <br /> <br />Mr. Wilson stated that they proposed to run the temporary roundabout for 30 days, <br />would send out education information in advance about how to drive a roundabout, and <br />would observe traffic closely during its use. He stated that the installation would be <br />removed when the 30 days was complete. He stated they intended to go to City <br />Council for approval and City Council had not approved the roundabout as they were <br />treating it separately from the Trolley project. He stated the project would be evaluated <br />by an engineer and if Council did not approve the project, they would put the lights back <br />in place and restore everything to its original condition. <br /> <br />Questions/Comments from Commission members and responses included: <br />- What is the possible range of time for long-term installation? Mr. Wilson stated <br />that the asphalt curbing proposed would be removed before winter. <br />- The application form included the demolition of the octagonal islands but did not <br />address the restoration of the islands; would they go back exactly where they are <br />now? Mr. Wilson stated that it could be added to the application and would make <br />the commitment that they would be restored to their original condition. <br />- In the original drawings for the Trolley project that were reviewed by the HPC <br />members, the north/south piece of Trinity near the Lion Gates was blocked.
