He <br />said now in respect to protective services, he has looked for opportunities to build up those <br />operations by adding back staff. Mr. Walker also advised Council that the City has an <br />aging staff and one of the priorities over the next couple of years would be planning for the <br />future of department heads and senior level positions. <br /> <br />Ms. Carr noted on the Capital Improvement Program (C.I.P.) five year plan which was part <br />of the budget; she had a couple of things to address. She noted that only the first year of <br />C.I.P. was funded, which was basically setting policy and can come back and change it <br />next year but was something that needed to be looked at. Ms. Carr stated last year she <br />had asked that $15,000 to be set aside to look at what would be needed for the exterior of <br />the Annex. She said more important is whether it should be renovated for use as the <br />City’s police station. Ms. Carr said next year’s budget calls for $1.5 million per year out of <br />the reserves for the renovation. She suggested using $15K of that money and put it <br />towards hiring a consultant to advise Council of what it would take to renovate the Annex <br />to make a state-of-the-art police station. <br /> <br />Secondly, she noted that the Comprehensive City Plan has not been done although the <br />$80,000 was allocated for this a year ago. Instead what she noticed was a concentration <br />on H3 Studio plans: Parkview Gardens and the bicycle plan. She stated the focus needed <br />to be on the Comprehensive Plan and to get going on Olive. Ms. Carr said she wanted a <br />consultant that answered to Council and did not go through staff. She noted she would <br />like the presentation to be for Council to hear the pros and cons and then they could ask <br />additional questions. She said now all Council gets is what staff thinks Council should do. <br />Ms. Carr asked for $50,000 for an independent consultant for development of Olive as she <br />said the City seemed to be stuck. <br /> <br />Mayor Welsch asked if Council could get a copy of all of the reports completed on Olive <br />redevelopment. <br /> <br />Mr. Crow asked on the paper that was passed out, if it was Council’s first time to see it. <br />He asked what was meant with the highlighted green portions. <br /> <br />Ms. Carr apologized and stated that Mr. Walker has been wonderful in providing her with <br />information and the last pages were the information Mr. Walker provided to her last year at <br />the end of the budget discussions. She stated this was to show what she was looking at <br />last year in terms of what the professional services were. Mr. Walker explained that the <br />highlighted area was that of Ms. Carr’s. Mr. Crow asked what the highlighted area meant. <br />Ms. Carr said it was for her information last year of what questions to ask. <br /> <br />Mr. Crow stated his broader question was who the large landowners in the City were, what <br />their purchases have been, what the percentage is of what they own. He said there are a <br />number of variables, not just the fair-market-value, it is the percentage, the number of plots <br />and it did include Wash U and everybody else. Mr. Crow said it was appropriate for the <br />City to get a handle on how much they own, what they paid and if the landowners are a <br />501c. <br /> <br />Mr. Walker asked if Mr. Crow was asking for the City to retain a consultant.
