<br />Mr. Kraft stated he appreciated Mr. Wilson and Mr. Smith’s comments. He said the <br />original drawing of the roundabout looked almost tropical in the middle of the <br />roundabout. Mr. Wilson stated that U City In Bloom agreed to review the original <br />plan and have cut the plantings in half, eliminated the knock-out-roses which tend to <br />get tall and add annuals around the edge to keep the height low. <br /> <br />Mr. Crow ask Mr. Wilson of the timing for implementing the mock roundabout. Mr. <br />Wilson thought it could be possible by mid-June. <br /> <br />Ms. Carr asked about the timing of the test and if the grant for the roundabout was <br />tied to the construction of the trolley. Mr. Wilson agreed. He said that if the City <br />needed to make changes to the trolley plan, Mr. Wilson would like the test to be <br />completed in order to negotiate any changes that might be needed. <br /> <br />The voice vote to approve the mock roundabout carried by a majority, with one Nay <br />vote from Mr. Glickert. <br /> <br />L. COUNCIL REPORTS/BUSINESS <br />1. Boards and Commissions Appointments Needed <br />Mayor Welsch read the appointments needed. <br />2. Council Liaison Reports on Boards and Commissions <br />Ms. Carr noted it was not a commission to which she liaised but passed out a cheat <br />sheet of Robert’s Rules of Order and Procedures for Council and all Boards and <br />Commissions could also use her handout for easy reference to the terminology and <br />what the vote should be. <br /> <br />Mayor Welsch attended the meeting of Local Option Economic Development Sales <br />Tax Board. She said the board continues to work on suggestions to allocate the <br />estimated $540,000 that is hoped to be received from the tax in the upcoming year. <br /> <br />She attended a meeting of the Plan Commission where members approved a <br />Conditional Use Permit C.I.P. for MERS/Goodwill which will be building a new facility <br />on Olive, east of the current location. MERS/Goodwill hoped to be open, February <br />2014. <br /> <br />Mayor Welsch noted that during the report of the Comprehensive Plan <br />Subcommittee, the Commission members announced they are going to hold a public <br />information session on the Draft bike/walk master plan. They acknowledged that the <br />Council sent the plan back to the commission and reminded everyone that the <br />commission already unanimously approved the plan. Mayor Welsch stated the Plan <br />Commission would hold a public information session similar to the one held to <br />answer the questions related to the trolley project, in an effort to deal with the <br />systemic issues of communication that seemed to exist. The Commission members <br />have received a commitment from staff to update a list of neighborhood trustees and <br />would ask each member of Council to get the word out about the the Public <br />Information session. The bike/walk committee stated Mr. Wilson’s memo answered <br />the questions raised at the Public Hearing on the draft bike/walk plan. As the Plan <br />Commission moves forward on the new comprehensive plan, they noted that they <br />have a strong bias in favor of public involvement and plan an aggressive outreach as <br />7 <br /> <br /> <br />
