<br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />5th floor of City Hall <br />6801 Delmar <br />May 28, 2013 <br />5:30 p.m. <br /> <br />th <br />The City Council Study Session was held in the Council Chamber, 5 floor of City Hall, on May <br />28, 2013. Mayor Shelley Welsch called the Study Session to order at 5:39 p.m. In addition to <br />the Mayor, the following members of the Council were present: <br /> <br />Ms. Paulette Carr <br />Mr. Steve Kraft arrived at 5:45 p.m. <br />Mr. Arthur Sharpe, Jr. <br /> Mr. Michael Glickert <br /> Mr. Terry Crow <br /> Mr. Price arrived at 6:00 p.m. <br /> <br />Also in attendance were City Manager Lehman Walker, and Abbie Carter, Shirley Soule, Clay <br />Ware, Genice Self and Jen Jensen from the Youth/Senior task force. <br /> <br />Mayor Welsch opened the Study Session by asking if there were any changes to the Council’s <br />agenda for the evening. No changes were mentioned. <br /> <br />City Manager Mr. Walker stated the study session was devoted to the discussion of the <br />composition of the proposed senior and youth commissions. He said representatives from the <br />task force were present to discuss the options for membership. <br /> <br />Abbie Carter stated they have been working on the Senior Youth task force for quite a few <br />months and felt the senior commission was together but were looking at the membership for the <br />youth commission. She noted that the task force looked at the age of the youth; the number on <br />the commission; the selection process and how to maintain participation. She noted they were <br />open to other ideas. Ms. Carter said the where is University City; the who is the youth; the what <br />is the commission; and the when is before the next school year. Ms. Carter stated there is a <br />need to hear from the youth and wanted to encourage positive energy. She believed they were <br />losing some of the young people and wanted to get something together to work with the youth in <br />the entire community. <br /> <br />Mayor Welsch asked Ms. Carter to speak on what the committee was asking Council to <br />consider. <br /> <br />Mr. Carter spoke on the options they provided to Council. <br /> <br />Option 1 consisted of nine (9) members. The Youth commission would consist of 6 youths <br />(ages 14 – 21 and residents of U City); 3 adults for which 2 shall be residents of U City. She <br />said in this option the Mayor and Councilmembers will alternate appointing the 5 youth <br />members and 2 adult members. <br /> <br />Option 2 consisted of 18 members: 10 youth 4 adults and 4 ex-officio members. The <br />appointments will be made at the first meeting of the Council in July each year. <br /> <br />1 <br /> <br /> <br />
