Option 3 consisted of 14 members (7 youth and 7 adults) <br /> <br />Mayor Welsch noted that Council has a different policy for putting people on commissions than <br />noted in some of these options and asked Ms. Carter to explain their thoughts behind options 1 <br />and 2. <br /> <br />Ms. Carter stated the task force felt that more than 7 youths would be better in order to get <br />representation from the entire community and to have enough members to have a quorum and <br />good discussion. <br /> <br />Mayor Welsch noted that the task force preferred Option 1 or 2 but Option 3 had a multiple of 7 <br />which may work for the Council. She asked Ms. Carter to explain why it was not the <br />committee’s first choice. <br /> <br />Ms. Carter said she believed there should be more youth on the committee than adults. <br /> <br />Mr. Glickert agreed with the youth membership numbers should be as high as possible because <br />this is a broad and diverse community and the more representation of the young the more they <br />get out to their networks. He said he did not have issues with the number of adults. He would <br />go with 9 youths in order to get enough representations from the three wards which would be a <br />great opportunity to create an association of youth from all wards. <br /> <br />Mayor Welsch asked Mr. Glickert if he was in support of Option 2. Mr. Glickert said Option 2 <br />was good. She asked if Council could agree among themselves who would do the appointing. <br /> <br />Mr. Crow asked if the issue of having a quorum was already a concern. Ms. Carter said it was a <br />concern of hers. Mr. Crow stated that Commissions have had trouble getting a quorum and <br />Council has enough of a challenge to get volunteers to be on a commission even with a broader <br />context than just youth. He said he was trying to figure out coming up with 15, 18, 21 when <br />many times they wait to find commission members on a more broad based, public policy <br />commission. Mr. Crow said their presentation would make this commission the largest in the <br />City and was not sure if that was an appropriate balance. <br /> <br />Ms. Carter said she felt there was a need to have a number large enough to have a quorum, so <br />if some young person could not come there would be enough to have a meaningful discussion. <br /> <br />Mr. Crow asked if they could see this commission taking a lot of votes and taking actions or <br />would it be more of an idea sharing. <br /> <br />Ms. Carter said the task force members want the young people to continue to move forward, <br />they should try to get a commitment from appointees that they would attend. Mr. Crow said he <br />agreed but Council asks for a commitment and there are times when a commission does not get <br />a quorum. He was concerned about the trouble Council has in filling present commissions and <br />creating such a large commission would be hard to get many people who would be committed <br />to attend. <br /> <br />Mr. Crow asked if this was the only commission that everyone was appointed in one month. He <br />stated that in putting this in the fold of the rest of the commissions, he tried to figure out why he <br />2 <br /> <br /> <br />
