Bloom, are people interested in planting flowers and you would not have to worry about <br />a quorum, a political appointment, or whose turn it was to make an appointment. <br /> <br />Mr. Ware said the advantage for a commission was for the young people to decide <br />which direction they wanted to go and what their priorities would be. <br /> <br />Mr. Sharpe complimented the task force members present for their marvelous job of putting it all <br />together. He said as they proceed the commission members will decide what they will want to <br />do. Mr. Sharpe said the Council should not be trying to dictate to them what they should or <br />should not do. He stated that once a commission is formed members will get their own <br />leadership and hope that something very positive will come as the result of that commission. <br />Mr. Sharpe stated he is looking forward to something coming of this that will be good for the City <br />and the community. <br /> <br />Ms. Carr wondered why they were looking for a commission as opposed to a committee. She <br />noted that the Green Practices started out as a committee and after a couple of years, once <br />they determined their mission and direction they wanted to work in, the Council agreed to make <br />them into a commission. Ms. Carr questioned what the advantages would be starting out as a <br />commission as opposed to starting out as a City-sponsored committee that might even decide <br />to add in the 501c element. She asked what the task force thought the advantages would be. <br />3 <br /> <br />Ms. Carter said a commission is a long-term something, where a committee could end up being <br />short-term. She stated that if they get something going they want something that will last. <br /> <br />Ms. Carr said the Green Practices committee morphed into the Green Practices Commission. <br />She said the Council gave them a commitment of giving them time to become established. She <br />noted that as she became the liaison to the Human Relations Commission, which has been <br />recently restarted, she observed the Human Relations Commission did not have a mission (on <br />which they were still working) or bylaws at the time and she watched the commission struggle to <br />get going. <br /> <br />Mr. Ware appealed to the Council that there is a sense of urgency on this matter for young <br />people and for the ones trying to make a living in this community. He said one of the things that <br />needed to be done was to promote any positive interaction that can be had with the young to <br />change their thoughts and ways of thinking and doing in the community to bring about a change. <br />Mr. Ware said he did not know if a committee would speak volumes to the public like a <br />commission would. He said it would send a sense of urgency to the community that the real <br />issues would now be addressed as a commission. <br /> <br />Mr. Price asked Mr. Ware, if there were three main objectives that he would like to see <br />accomplished, what would they be and could they be accomplished with a committee? He <br />stated that most people do not even know what boards and commissions exist or what they do. <br />For him it is more as to how to get to the end result the quickest way. <br /> <br />Mr. Ware stated if he had an answer he would not be sitting here but he can appeal to him as <br />one of the first issues that is plaguing the young people in the community is the situation going <br />on with the Loop and the summer is coming up again. He said getting in front of the situation by <br />addressing it and coming up with ideas of how to help in that particular situation would be a <br />4 <br /> <br /> <br />
