priority. Mr. Ware said by doing this, it would establish the commission in this community and
would show them its importance.

Mayor Welsch asked members of Council their thoughts on Mr. Glickert’s suggestion of looking
at nine young people if Council moves forward with this.

Mr. Glickert noted that just because he is a second ward official it did not mean he would
appoint a person to the commission from the second ward. He said nine because he thought
that was better than seven and we did not need twelve. Mr. Glickert felt that nine would cover
the basic University City. He stated these nine would touch the fabric of their niche groups to
create awareness and possibly more commitment and engagement. He stated that he did not
make a comment on the adult representation.

Mr. Sharpe stated that since youth memberships will be from throughout the City, they will need
to feel comfortable with each other in order to work together and said nine youth members is
fine with him.

Mr. Kraft asked how the appointments would be divvied up as that was the problem previously
and the reason to change as many as possible to where each member of Council would have
one appointment. His next question was how you would actualize the following: a
representative of a social service agency that works with young people. Mr. Kraft asked what
social service agency they had in mind – Planned Parenthood, Catholic Charities, Lutheran
Children and Family Services, Jewish Family Services. He asked who would choose the social
services agency. Mr. Kraft said this would set the tone as that would be the real professional on
the commission, as the others would be all amateurs.

Ms. Carter said the task force now has members with social service background. She said what
they want is someone who really wants to be on the committee and wants to help the young.
Mr. Kraft asked how it would be actualized.

Mayor Welsch stated if the ordinance was written to say representatives of social service
agencies who are interested in serving would apply to the Council and the Council would then
appoint. She asked it that would work for Mr. Kraft.

Mr. Kraft asked his colleagues if Council has ever done anything like that. He asked do they
have a list of fourteen agencies that apply and how would Council pick?

Mr. Crow stated that Mr. Kraft in the beginning probably laid it out but he came back to the pros
and cons of this being a City commission. He asked what are the things Council would bring or
not bring to the table. Mr. Crow was trying to figure out the constraints. He said if all members
of Council had a wealth of people who are applying for commissions, they would love to pick the
most qualified person. Mr. Crow said Council is presently filling slots where no one has applied
or applied for a different commission. He said he was trying to figure how they would get all the
folks who are passionate about it to apply and asked if they were sure they did not want to
control these themselves on a private basis.

Ms. Shirley Soule said if the Council would like suggestions from the task force, as they have
some ideas of agencies that work with youth.
5
