Mr. Crow said his is just not about the agencies; it is about the kids, the adults and at the end of
the day Council asks for people to serve on commissions and asks again the next month.

Mr. Sharpe said with the wealth of knowledge each member of Council has, he believed that
they could come up with something. He did not see where it would be that difficult for
Councilmembers. Mr. Sharpe said the difficulty with all of it would be the people who are
selected to work with the youth. He said he felt they should go forward with what the task force
suggested and see how it plays out.

Mr. Price said he piggy-backed on what Mr. Kraft was talking about, the structure of the
commission. He was looking for a way in which each member of Council had equal
appointments.

Mayor Welsch said before ending she would like to figure out if and how the Council is asking
the task force members to move forward with another recommendation.

Ms. Soule mentioned the possibility of different social workers from George Warren Brown
School of Social Work at Washington University and was sure there were professors and interns
at Washington University to draw from.

Mayor Welsch said she heard that the Council was asking what would be the process be in the
appointments. She suggested that the task force take what was said tonight and come up with
a more concrete idea of what they are asking and what the process would be to answer the
questions that just came up, including the idea of committee versus commission and non-profit.
Mayor Welsch acknowledged that Green Practices did go from a committee to a commission;
Arts & Letters is a commission and also is a non-profit.

Mr. Price said the reality was the appointments have to be equal.

Mr. Ware appealed to the Council to establish a protocol for establishing a commission, so
groups like them would know what to do when coming forward with a recommendation.

The study session adjourned at 6:28 P.M.

Joyce Pumm, MRCC/CMC
City Clerk
6
