<br />Land Clearance Redevelopment Authority (LCRA) Meeting <br />Minutes <br />March 28, 2013 <br />(Approved at 4/25/13 Meeting) <br />The March 28, 2013 meeting of the Land Clearance Redevelopment Authority was held in the <br />th <br />4 Floor Conference room at City Hall, 6801 Delmar, University City, Missouri. The meeting was <br />called to order at 6pm. <br /> <br />Members Present Member Absent <br />Dan Rayhawk Eric Vanderhoef <br />Dan Wofsey <br />Sultan Ali Muhammad <br />Robert Frazier <br /> <br />Council Liaison Present <br />Michael Glickert <br /> <br />Staff Present <br />Andrea Riganti, Director of Community Development <br />Raymond Lai, Deputy Director of Economic and Community Development <br />Lisa Peck, Economic Development Manager <br /> <br />Election of Officer <br />Mr. Rayhawk, current Chairperson, nominated Mr. Wolfsey as new Chairperson, Mr. Frazier <br />seconded and Mr. Wofsey was unanimously elected as the new Chairperson. <br /> <br />Approval of Minutes for April 12, 2012 and August 8, 2012 <br />The 4/12/12 minutes and 8/8/12 minutes were unanimously approved. <br /> <br />Consideration of Tax Abatement Application for 7700 Olive Boulevard <br />Ms. Riganti provided the following background for the agenda item: In 2008, consistent with <br />the City’s Redevelopment Plan, the City of University City declared the property blighted and <br />acquired the property. Blighting factors included deference of site improvements, obsolete <br />platting, and substandard tax contributions from the site. Since 2009, the City has been <br />marketing the property. The property failed to attract any desirable interest until 2012, when <br />Physician’s Wellness Choice, LLC (“PCW”) a non-surgical medical wellness company, bought the <br />property and agreed to renovate the existing building. The building, dating back to the 1930s, <br />was originally a grocery store and has historical significance even though it is not on any historic <br />register. <br /> <br />The developer’s request before the Authority is for an 8-year 100% tax abatement for taxes on <br />the assessed value of the improvements, thereby allowing the city to collect property taxes on <br />the current assessment, equating to $7,808 per year. As PCW is a medical service company, no <br />sales tax is collected. Tax abatement is to assist in covering the gap between the investment for <br />1 <br /> <br /> <br />
