<br /> <br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br />1. BILL 9182 <br /> - An ordinance fixing the compensation to be paid to City officials and <br />employees as enumerated herein from and after its passage, and repealing <br />Ordinance No. 6879. <br /> <br />Ms. Carr moved to approve Bill 9182 and was seconded by Mr. Glickert. <br /> <br />Mr. Crow asked if there were any additional steps added or just the COLA (Cost of <br />Living Adjustment.) <br /> <br />Mr. Walker noted it was just a two percent COLA for all City staff members and no <br />steps were added. <br /> <br />Roll Call vote was: <br />AYES: Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe and Mayor <br />Welsch <br />NAYS: none <br /> <br />Bill 9182 carried unanimously and became Ordinance 6915. <br /> <br />N NEW BUSINESS <br />RESOLUTIONS <br />1. <br />Resolution 2013 – 6 Approval of University City’s Fiscal Year 2014 budget <br /> <br />Mr. Sharpe moved to approve Resolution 2013 – 6 and was seconded by Mr. Price. <br /> <br />Mayor Welsch reminded Council that under Roberts Rules, Section 4 and 43, each <br />member can speak twice on a motion on the same day with each person being limited <br />to ten minutes per speech. No one could speak a second time until everyone who <br />wants to speak has spoken once and time is not transferable to other members. After <br />everyone had a chance to speak as noted in Robert’s Rules, debate will end and <br />Council will go to a vote unless the body agrees to extend the debate by a 2/3 vote <br />and she noted she would be enforcing that rule. <br /> <br />Mr. Crow noted there were a number of changes in the proposal in Council’s packet <br />for this meeting from the previous one Council received at their meeting two weeks <br />ago. He noted a couple of changes in the column titled, “Proposed FY 2014 after <br />additional items”. Mr. Crow stated it went from $117,000 down to $87,000 on the <br />operating budget adjustment. On the Fund Reserve went from $2,570,000 to <br />$2,390,000. <br /> <br />The Director of Finance Tina Charumilind noted the $1,400,000 was in the capital <br />improvement budget and the $87,000 had two items moved: Millar Park ($40,000), <br />concrete replacement ($30,000) and microphone system for Community Center <br />($25,000). Therefore $70,000 was put back into operating expense, so $57,000 <br />became $87,000. She also noted that Councilmember Price asked for an increase in <br />4 <br /> <br /> <br />
