<br />Mr. Price, on the comments of Mr. Crow and Ms. Carr, said the records should reflect <br />A minus B equals C. He said if the budget is at a deficit, it should reflect that. Mr. <br />Price said he probably requested more additions to the budget than anybody, as he <br />lost count at a million dollars. He said the City tries to maintain a 17% reserve and <br />even with the additions to this budget the City should still be above this percent. He <br />said the people expect the City to put it back into the infrastructure of fixing streets, <br />sidewalks, alleys and trimming trees. Mr. Price said the records need to reflect if it is a <br />deficit and use reserves. <br /> <br />Ms. Carr stated she had a list from FY 2000 to FY 2012 put together for her by the <br />Director of Finance. She said in 2008 and 2009 there was not a deficit. Ms. Carr <br />noted the deficits occurred in 2000, 2003 and 2004, because of infrastructure being <br />done. She noted Mr. McCarthy brought up a good point and stated she did not believe <br />the painting of the Sutter Meyer house belonged in this budget until the Council <br />decided how they want to handle it. Ms. Carr moved to remove the painting for <br />$15,000 for the Sutter Meyer house from this budget and was seconded by Mr. Crow. <br /> <br />Mr. Price asked the City Manager what was his position was on the lease agreement <br />with Sutter Meyer Society. <br /> <br />Mr. Walker said he believed the Council should leave the money in the budget as <br />proposed and instruct the City Manager to work with the Sutter Meyer Society on <br />some kind of a repayment plan if and when they are in a financial position to do that. <br /> <br />Mr. Price asked the City Manager if he had plans to revisit the current lease with the <br />Sutter Meyer Society. Mr. Walker said he did. He asked how the agreement handled <br />contingencies moving forward for repairs and maintenance. Mr. Price stated that to <br />say the City was not maintaining something was not totally true because maintenance <br />was a part of the lease agreement. He said he does support the Sutter Meyer House <br />and if Mr. Dockett was able to attend, he would be in support of the house. Mr. Price <br />noted that it was in disrepair when the Society first took over and was a lot farther <br />along than what it was when they first started. He asked Mr. Walker what the City <br />might do in helping Sutter Meyer find grants to help them. <br /> <br />Mr. Walker said the City recently retained a grant writer and would be beneficial if <br />Council approves this budget and approves the $15,000, allowing him to sit down with <br />the Sutter Meyer Society to look at some possibilities to assist them with fund raising <br />so hopefully at some point of time they would be in a position to repay the City. <br /> <br />Mr. Sharpe said the house needed painting and if by chance the Council let the <br />situation deteriorate, it may get worse and he was very much in favor of getting the <br />house painted and hope that the Sutter Meyer Society can find a way to pay it back <br />and if not, like Mr. Pace said, give it to them. <br /> <br />Mr. Crow said this line item literally came in within the last two weeks and have heard <br />other citizen’s talk about properties the City directly owned and are responsible for. <br />He said the tenant stood up and say the City needed to step in and paint it because it <br />was City’s property, when in fact it is the tenant’s responsibility. Mr. Crow stated the <br />City has a Natatorium the school district owns and the City uses which did not think <br />9 <br /> <br /> <br />
