He said it came back to him that in the last minutes the Council <br />was getting a request for more funds when in fact there are directly owned City <br />properties that Council was responsible and wanted to spend funds on but now are <br />allowing one entity to come in and say we need this money, to go ahead and fund it <br />through. Mr. Crow said if in fact the City needed to re-negotiate the lease and if in fact <br />the Council needed to help Sutter Meyer he would be the first one to come back and <br />make the motion to request the $15,000 for painting. He said the last minutes’ <br />adjustment to the budget one more time does not strike him as the right way to do <br />business. <br /> <br />Mr. Sharpe Called for the Question and the motion was seconded by Mr. Kraft. <br /> <br />Mayor Welsch noted that a two-third majority vote was needed for the Call for the <br />Question. <br /> <br />Roll Call vote was: <br />AYES: Mr. Kraft, Mr. Glickert, Mr. Sharpe, Mayor Welsch <br />Nays: Ms. Carr, Mr. Crow, Mr. Price <br /> <br />The Call for the Question failed without a two-third majority vote. <br /> <br />Ms. Carr stated she has a very large subdivision in her ward that wanted to have their <br />streets swept and snow removed. She voted no, as the residents were responsible for <br />their streets not the City. Ms. Carr said the Sutter Meyer Society is responsible for the <br />farm house property until the Council decides something else. She did not think this <br />money belonged in the budget until such a time as Council addressed the previous <br />policy of the Council which was manifested by the lease that took months of <br />negotiations on part of staff and the Society. <br /> <br />Mr. Price asked the City Manager what would happen if the funds were set aside <br />outside of the budget while he clarifies the lease; what would happen if it is done a <br />month from now. He asked if the money was coming out of the Reserves. <br /> <br />Mr. Walker said it would come out of the General Fund. He said he did not see the <br />real advantage of setting aside money outside the budget since the work needed to be <br />done and that would not change in the course of a month. Mr. Walker said the Council <br />should make a decision if they want to maintain that property or not and instruct him as <br />the City Manager to work with the Sutter Meyer Society on some basis to repay it. He <br />said the Society’s financial position will not change in a month and it boils down to <br />what Mr. Sharpe said, do we want to assist them or not? Mr. Walker said if the answer <br />was yes than the money should be allocated as part of the budget and instructs the <br />City Manager to work with the Sutter Meyer Society to repay when and if they are in a <br />position to do that. <br /> <br />Mr. Price instructed the City Manager to review the current lease agreement and come <br />back to the Council with a recommendation as to how the City moves forward with the <br />relationship with the Sutter Meyer Society. <br /> <br />10 <br /> <br /> <br />
