<br /> <br />Mr. Walker stated that there was a resolution for the budget amendment that <br />would require Council’s approval, under New Business. <br /> <br />Carol Wofsey, 7171 Kingsbury <br />Ms. Wofsey said for the record, ”That as a citizen of University City, she was very <br />disturbed that any Council person would state publically that a citizen group <br />cannot suggest or request legislation from either staff or from the Council. Any, <br />citizen group can do that, any citizen can do that; any resident can do that”. She <br />said that was the most anti-democratic thing she had ever heard in this Council <br />chamber. <br /> <br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br /> NONE <br /> <br />N NEW BUSINESS <br />RESOLUTIONS <br />1. <br /> Resolution 2013 – 5 Fiscal Year 2012 – 2013 Budget amendment #2. <br /> Mayor Welsch stated that this was the amendment Mr. Walker spoke of earlier. <br /> <br /> Mr. Sharpe moved to approve, was seconded by Mr. Price and motion carried <br />unanimously. <br /> <br />BILLS <br />NONE <br /> <br />O. CITIZEN PARTICIPATION <br />Elsie Glickert, 6712 Etzel <br /> Ms. Glickert said that was a lot of money for a roof for the pool building. She said she <br />assumed it was slate roof. She pleaded to Council to keep the tower remains <br />aesthetically the same with the red tile. Ms. Glickert also stated that she was concerned <br />about the Conditional Use Permits because after a while the inspection of a conditional- <br />use permit falls between the cracks. She said there was a Conditional Use Permit issued <br />over twenty years ago for a service station in her neighborhood which is in total violation <br />year after year. The neighbors had referred complaints to the City over the years. She <br />stated it was time for staff to study a conditional-use permit and maybe give it for a short <br />term instead of a life-term and would then be re-inspected when the term expires. Ms. <br />Glickert said housing court was held every Thursday at night and now it has diminished to <br />two hours once a month and in the middle of the day. She said that was wrong and since <br />it was budget time and she urged administration to return housing court back to one night <br />a week. She said it would be the only way they could preserve their community. She said <br />it was wrong to take people off of their jobs to come to housing court, even though they <br />were the violators take them off of their job to come to housing court during the day. She <br />said staff was to serve the residents, not vice–versa. She said two hours once a month <br />was not sufficient to keep the City’s codes. <br /> <br /> Ms. Glickert expressed her concern about the stickers applied to vacant houses.
