on the front was an invitation to crime. She said there used to be cooperation between
the police department and the housing department. She said if the police saw people
moving in at night, they would courteously ask if they had a permit and if they did not, the
police would refer them to the housing department. Ms. Glickert would like to see this
process reinstated.

Mr. Walker stated that it was not normal to respond to the members of public when they
speak, but for information purposes he said they is looking at some of the points that Ms.
Glickert raised, such as changing the hours of housing court to evening, which likely will
start in the beginning of July. Mr. Walker also stated that the housing court would be
relocated to the Heman Community Center and he would report more on those issues
later. He wanted to let the Ms. Glickert know that they were working on and in agreement
with some of her suggestions. He had planned to advise Council of these issues in the
near future.

P. COUNCIL COMMENTS
Mr. Price asked Mr. Walker to pass on to Chief Adams, Captain Jackson and Captain
Ransom for a job well done on the police meetings throughout the City. He said they
were very professional and informative meetings. Mr. Price also stated that they have
one of the best police departments, bar none, in the country. Mr. Price said he and Mr.
Sharpe were working on doing a meeting related to disaster preparedness because of
uncertainty in the weather so people would know what to do in advance.

Mayor Welsch asked Mr. Price if he remembered asking Mr. Walker a few meetings ago
to set up a citywide effort to discuss preparedness measures. She wanted to know if his
meeting would be separate from that.

Mr. Price said that he and Mr. Sharpe would continue to do the preparedness on a
smaller scale now in addition to Mr. Walker’s city-wide effort.

Ms. Carr reminded everyone that the Police Focus Group meeting would be held
rd
Tuesday, April 23 at 6:00 p.m. She said those who have not set up a neighborhood
watch or have an old one; it would be a good idea to set it up now before people get too
active because the weather is getting warmer.

Ms. Carr also mentioned that the weekend was U City in Bloom Plant Sale and there
would be lots of good plants there Saturday and Sunday at the Heman Park Community
Center. She invited all to come and support.

Mr. Kraft said he attended the ceremony where Gerald Early was inducted into the St.
Louis Walk of Fame. He said Professor Early is an outstanding individual and the Walk
of Fame does itself pride by including him. He said Professor Early was one of the rare
academics who have crossed over into the popular culture. Mr. Kraft said he read one of
his books and Professor Early has become well-known on the PBS series as an expert
on topics diverse as baseball and jazz. He said his star would be added after the
construction on Delmar Boulevard and that it was an honor to have him as part of the
Walk of Fame.

11
