Mr. Walker requested one change under the General Fund Item 2, regarding the
replacement roof for the pool house. He stated the bids were substantially higher
than the initial estimated cost of $125,000. Mr. Walker requested that the cost be
changed to $160,000, and would reflect the use of reserves at $1,230,525. He noted
the pool roof has been patched for many years.

Mr. Glickert asked if it would affect pool activity this summer and when would the
project start.

Mr. Walker said that the pool would be open on time; but staff may have to cut down
the size of the dressing rooms for a couple of weeks. Mr. Walker assured Mr.
Glickert that the pool would be open on time with minor inconvenience for a week or
so.

Ms. Carr asked what kind of a roof was going to be installed.

Mr. Walker stated that he was not sure of the materials. He will check and advise
Council.

L. COUNCIL REPORTS/BUSINESS
1. Boards and Commissions Appointments Needed
Mayor Welsch mentioned one reappointment and the other appointments that were
outstanding.

2. Council Liaison Reports on Boards and Commissions
Mayor Welsch mentioned that she was not the liaison, but she attended the Board of
Adjustment meeting and heard the discussion of the proposal for new building on
Forsyth. Under the proposal two lots would be combined into one. She said the
Board of Adjustment refused the request for that change.

Mayor Welsch mentioned that she attended the Human Relations Commission to
discuss ideas for the commission. She also attended the last few minutes of the
Historical Preservation Commission meeting at which members unanimously
approved the installation of a temporary roundabout.

3. Boards, Commissions and Task Force Minutes
Mayor Welsch stated that City Council received copies of the Board and Commission
minutes in their packets.

4. Other Discussions/Business

Mr. Kraft - Council Rules and Procedures
Mr. Kraft said he was speaking to set the records straight. He said
Councilmember Carr had publically stated that the Bike/Walk Task Force violated
the City Charter, but he believed she was wrong. Mr. Kraft quoted from the April
8, 2013, City Council meeting regarding Councilmember Carr’s statement that
said Mayor Shelley Welsch appointed members to the Bike Pedestrian Task
Force. Ms. Carr noted it was not approved by the Council, which she called a
violation of the City Charter stating only Council can make those decisions. Mr.
3
