Session 1690, Minutes <br />March 24, 1997 <br /> <br />using all of the city's tennis courts for their tournaments, especially on holidays and weekends, thereby preventing residents <br />access to the courts. The Park Commission subcommittee learned that other surrounding communities were charging <br />much higher rates than University City. Clayton at Shaw Park is billing these organizations $450, Webster $ 1,260. <br />University City is billing only $33 for a four day, all court tournament. Raising the fee structure, along with other court and <br />holiday use restrictions, would help keep courts open for our University City residents. Mr. Wagner would like to <br />recommend that the fee recommended by the Park Commission be raised to $ I 0 per court per day, for tournament use <br />only. University City courts will not look quite so attractive to outside organizations, and will hopefully dissuade them from <br />using our courts as often. <br /> <br />Mr. Wagner moved that the new fee structure be raised and set at $ I 0.00 per court per day. Mr. Lieberman seconded. <br /> <br />Mayor Adams asked Mr. Wagner the Park Commission's rationale for using $8.00 per court per day. Mr. Wagner <br />responded that the Commission recognized that a higher fee was in order based on the data they had. The ~igure that was <br />ultimately decided upon was an average of each of the committee member's suggested fee. <br /> <br />Mr. Munkel asked if this higher fee schedule would be effective for University City organizations and residents who might <br />wish to hold tournaments. Mr. Wagner responded in the affirmative, saying that everyone would be subject to these new <br />rates. On a side note, Mr. Wagner said that the University City Tennis Club advised the Parks Commission to raise the fee <br />to $20 per court per day. <br /> <br />Mayor Adams queried Council's pleasure of Mr. Wagner's amendment raising tournament fees to $ I 0.00 per court per <br />day. All aye motion carried. <br /> <br />LIQUOR LICENSE - RUTH PARK: <br /> <br />City Manager recommended approval of a license to sell beer by the drink at retail at the Ruth Park Golf Shop at 821 I <br />Groby Rd. In the past, a license was issued for 3.296 beer only. This license would be for 596 beer. Apparently, a few of <br />the customers can tell the difference and the City wishes to accommodate the users, therefore the City Manager <br />recommends approval. <br /> <br />Mr. Schooler moved approval. Mr. Munkel seconded, which carried unanimously. <br /> <br />LIQUOR LICENSE TRANSFER - 8159 OLIVE <br /> <br />City Manager said that approval is in order for a transfer of the license to sell beer and wine by the package at retail at the 7- <br />Eleven Store. An application to upgrade the license to full liquor was denied by Council at the last meeting on February 24, <br />1997. A new application has been received, transferring the existing beer and wine license to the new franchisee. <br /> <br />Mrs. Thompson moved approval. Mr. Lieberman seconded the motion. <br /> <br />Mr. Ollendorff, responding to Mr. Lieberman, said that this location has a license to sell beer and wine, by the package. Mr. <br />Ollendorff said that the location was encouraged to sell beer by the six pack, but that state law allows for certain classifications <br />of licenses, but does not allow us to require sales by six pack only. Mr. Ollendorff stated that a representative was present. <br /> <br />Mayor Adams asked for the applicant to step forward for questioning. <br /> <br />Mr. Ali Naseer, 1312 Rustic View Drive, Ballwin, Mo. 6301 I, responding to Mr. Ollendorff, said that he would have to <br />check the numbers to see what kind of repercussions would be involved with just selling beer by the six pack. He didn't <br />think an estimate could be obtained right now. <br /> <br /> <br />
