Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146
Motion was seconded by Commissioner Brot, and unanimously approved.

3. Traffic Study on Ahern Avenue, Wilshire Avenue and Mount Olive Avenue.

Commissioner Wofsey presented this following item and invited the requestor Ms.
Fluharty to further explain the request:

Ms. Fluharty stated that the Olive access via Mount Olive is a convenience to the
neighborhood, not a necessity. A couple of stop signs have been added to deter and
slow traffic down, but it has not been very effective. At the intersection of North & South
and Olive there was a flashing yellow arrow that was installed about a year ago to
eliminate excess traffic, but it has not helped and traffic is now using the Ahern, Mount
Olive route as a cut through. The residents are looking for a more effective and
permanent solution to address their issues. Ms. Fluharty is proposing to block off the
Olive via Mount Olive access, residents have two other access points being Shaftesbury
and Ahern. Residents have young children who ride bikes and residents who walk their
dogs. Residents feel blocking the access will improve the safety of the neighborhood and
that there would be a majority (or large percentage) of the community who would support
this.

There was a traffic study completed and the police do have recommendations and
observations. Officer Margul was scheduled to convey the study but was called to an
emergency and was unable to participate.

Sinan Alpaslan stated that it is possible to block off the access mentioned but it is the one
egress point of the entire neighborhood that includes several streets. A petition process
should be done to include all the affected residents and not just one route.

Commissioner Wofsey requested that Commissioner Womack move to defer this item
and put on hold until the Commission is provided more information and get a further
study, Commissioner Brot seconded. Commissioner Hales moved to amend the motion
in that this matter be held until the next meeting and the Commissioner’s receiving all
information from Public Works and Parks and the Police Department to be in a better
position to make a recommendation; Commissioner Brot seconded; unanimously
approved.

4. Loop Trolley Project – Update

Commissioner Wofsey presented this item:

Commissioner Brot asked if it, indeed, takes 6 months to know what is going to happen
with the cars and the trolley and is that the usual rule before the traffic lights are
synchronized. Sinan Alpaslan said it was a recommendation by the Traffic Engineer who
analyzed this corridor to wait for 6 months after a significant improvement such as this
project or alteration is implemented on the street.

Traffic Commission Minutes – May 8, 2013 Page 2
