Drivable Mock Roundabout on Delmar Blvd. and Trinity Avenue – Update <br /> <br />Commissioner Wofsey presented this item: <br /> <br />Sinan Alpaslan explained the real life measurement of the functionality of the traffic with <br />the proposed roundabout as implemented on the street. Traffic models currently show <br />that traffic levels of service at the intersection of Delmar Blvd. and Trinity Ave. will be at <br />acceptable levels. However, a real life trial of the proposed design has been requested. <br />In response to that request, the City is planning to temporarily install a drivable mock <br />roundabout at the referenced intersection and watch it for 30 days to see how the flow is <br />affected and how pedestrian and vehicular movements around it are affected. St. Louis <br />County Highways and Traffic has jurisdiction on Delmar Blvd from the Lion monuments to <br />the west. The City will comply with their requirements. Commissioner Hales proposed <br />the question, has the county specified how they are going to quantify what their concerns <br />are for the safety and congestion and how are they going to measure it. Major concern <br />will be if traffic starts backing up to Big Bend or some drastic result they will ask for it to <br />be removed immediately. Commissioner Wofsey asked how St. Louis County would be <br />distinguishing between changes in traffic flow from west of the Lions that are precipitated <br />by the roundabout from those that are precipitated by the narrowing of the lanes to the <br />west. They will compare the existing data to when the mock is in place. The roundabout <br />is narrowing lanes slightly but more importantly eliminating one lane. <br /> <br />Ms. Peggy Mooney addressed the Commission and attended the meeting on behalf of <br />University Heights #1 Subdivision which is North of Delmar and the entrance/exit at <br />Trinity and Yale. Per Ms. Mooney, the roundabout at Trinity is going to encroach upon <br />the property of that subdivision which butts up to Delmar. The residents and trustees of <br />the subdivision are very concerned about the encroachment on their property and the <br />effect it will have on their residents. When is the mock roundabout proposed to happen? <br />Councilmember Carr said that the Council received the numbers for the cost of the mock <br />roundabout. In the near future, a vote will take place as to whether or not Council will be <br />funding it. This will be done in the next couple of months. Councilmember Carr also <br />added that University Heights #1 Subdivision will be included in on the conversation in <br />terms of the roundabout itself. <br /> <br />Ms. Elise Glickert addressed the Commission and expressed her concern about the lack <br />of hearing assistance at the meeting. She stated that Delmar is travelled by everyone in <br />University City. It is her understanding that everything they remove to accommodate the <br />roundabout will be restored. However, the islands that have been there for over 100 <br />years are not to be restored.
